Reporting to the chief human resources officer, the talent acquisition and operations manager will be responsible for developing and executing HR strategies related to talent management, change management, operations, and talent acquisition. The selected candidate will initiate programs aligned with employment strategies that are cost-effective and comply with regulatory standards. They will also provide managers and employees with advice and technical support in implementing HR processes and procedures.
This role includes overall leadership and guidance for the HR function including overseeing talent acquisition and recruitment services and ensuring the design, development, and implementation of a high-quality service delivery model that leverages technology. The manager will collaborate with all levels of HR management to assist them in fulfilling their responsibilities, recommend and participate in staff development, and build and maintain effective working relationships.
Additionally, the role will focus on achieving Laboratory goals for programmatic, business, and operational excellence, leading strategic planning and execution, driving continuous improvement, and interfacing with key stakeholders to deliver HR products and services. The manager will also serve as a liaison within and outside of HR; develop, revise, and recommend HR policies and procedures; and leverage established HR programs and processes to meet institutional needs while creating new HR initiatives as necessary.

Demonstrated ability to leverage the nuances of cultural and organizational dynamics to function as a change agent to enhance the Laboratory's performance excellence.
**Excellent communication skills**
Experience advising all levels of management and leadership on issues of diverse scope of complex employee relations matters where analysis of data or details requires evaluation of a variety of factors. Experience delivering presentations while adjusting to the audience.
**HR Competency**
Expert-level knowledge and consultative experience in HR disciplines, HR theories, principles, practices, and understanding of HR as an interrelated system of functional operations. Demonstrated experience applying complex/specialized knowledge to address organizational business needs. Proven expertise in data analytics and ability to use insight about a business environment to improve talent and business outcomes. Comprehensive experience as an HR senior manager or similar position leading and managing all or a significant element of the HR operations of a large, complex organization. Comprehensive knowledge of HR management concepts, techniques, and best practices in the major functional areas of HR. Demonstrated use of proactive problem solving and analytical skills in developing innovative HR strategies and programs. Comprehensive knowledge of talent acquisition strategies and organizational operations (including systems design and implementation). Demonstrated ability to implement HR services through various service delivery models. Knowledge of government regulations affecting human resources administration.
**Education**
Position requires a Bachelor's Degree from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
**Desired Qualifications:**
+ Experience with a Management and Operations Contract (M&O), research and development institution, or similar.
+ Experience with HR policies and practices of the National Nuclear Security Administration (NNSA), Department of Energy (DOE), or similar federal experience. Relevant professional certification(s), such as PHR, SPHR, CCP, CEP, or CEBS.
+ Active Q security clearance
**Location:** This position will be located in Los Alamos, NM with the potential for teleworking from a location within 2 hours ground commute of this location. Reporting onsite will be periodically required.
**Position commitment:** Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. **Additional Details**
**Directive 206.2:** Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to
citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
**Clearance:** Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
**New-Employment Drug Test:** The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
**Regular position:** Term status Laboratory employees applying for regular-status positions are converted to regular status.
**Internal Applicants:** Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. **Incentive Compensation Program:** Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
