POSITION DESCRIPTION

Position Title: Human Resources Manager

Department: Human Resources

Classification: Exempt

Salary Range: $79,000 - $95,000 depending on experience

REPORTING RELATIONSHIPS

Position reports to: Vice President of Human Resources

Positions Supervised: HR Generalist, HR Assistant

POSITION PURPOSE

The Human Resources Manager is responsible for a wide range of human resource functions including payroll processing, benefits administration, employee records, tax, insurance, and benefits reporting requirements, and ensures that all employee and payroll records and reporting are in compliance with federal and state laws and regulations. The Manager of Human Resources will lead departmental efforts to continuously strengthen the employee experience and organizational culture by consistently being in alignment with the Mission, Vision and Values of the organization.

Requirements

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

* Facilitates and serves as the second-level approver of the organization's payroll processing. Ensures that payroll functions are completed timely and in accordance with established policies, procedures, and all applicable laws and regulations.

* Administers comprehensive benefits and compensation programs. Manages the open enrollment process ensuring that employee communications are clear and reflect the organization's commitment to creating a positive employee experience.

* Provides oversight to the processing of deduction registers for 401(k) reporting, garnishments and attachments, and cafeteria plan costs. Verifies benefit plans are accurately entered with providers and properly deducted. Works in tandem with external vendors to complete 401k audits

* Work with the VP of HR to execute both long-term and short-term people objectives that directly support and realize business objectives.

* Manage and supervise HR personnel as assigned.

* Assist in the development and implementation of plans that optimize talent, organizational structure, process and culture across the Credit Union.

* Support the continuous enhancement of culture to align with HHFCU's core values and the Great Worthy Cause.

* Partner with business leaders to design and implement talent acquisition strategies to ensure people are key sources of competitive advantage for the Credit Union.

* Oversee all aspects of the recruiting process.

* Ensure the onboarding of all new employees is executed at the highest level of the Credit Union's standards and provides clear and direct communication throughout the entire process.

* Assists with New Employee Orientations to ensure personnel are well informed of Human Resource policies and programs

* Successfully and proactively provide leadership and support to senior management for annual HR cycle such as annual merit process, annual and introductory performance review process and identified department goals.

* Research, develop and implement innovative policies and procedures to positively impact Credit Union performance: maintain compliance with all state and federal employment laws.

* Actively communicate with Credit Union business leaders to keep a pulse on morale and employee engagement and performance. Use feedback to identify key themes for the development of appropriate Human Resource programs.

* Coach and advise business leaders on employee performance issues. Recommend actions and level of progressive discipline with proper follow up throughout the entire process.

* Assist in identifying the need for and implementing various Human Resources programs to drive increased employee engagement and overall business performance.

* Analyze, recommend, and implement solutions to Human Resources issues with the goal of improving individual and team performance.

* Provide guidance and act as a key resource for management on head count, internal promotions and transfers, salary structures, and overall department development.

* Effectively conduct employee related investigations including allegations of harassment, discrimination or violations of federal or state employment laws.

* Assist in preparing, implementing and managing the budget for the department that is consistent with the overall strategic plan and budget of the Credit Union.

* Acts as EEO/Affirmative Action Officer and maintains and monitors Affirmative Action program.

* Act as a key role model for others.

* Performs additional duties as assigned.

QUALIFICATIONS

Education/Certification: Bachelor's degree in Human Resources, Business Administration, or related field required. SHRM-Certified Professional (SHRM-CP or SHRM-SCP) credential or ability to obtain within first year of employment.

Required knowledge: This position requires that the employee gain a working knowledge of Bank Secrecy Act (BSA) requirements and how they will affect their work. The employee will comply with all requirements of the BSA and cooperate with the designated BSA Officer in assuring compliance.

Experience Required: A minimum of eight years of experience in human resource management. A minimum of five years managing others within the human resource environment or related field. Prior experience in implementing new systems a plus (HRIS, Payroll, LMS, etc.) Previous experience in financial services a plus.

Skills/Abilities: Ability to understand and adhere to our Mission, Vision, and Core Values. Ability to effectively lead others to create positive outcomes. Conflict resolution skills. Read, understand, and implement actions based on policies and procedures. Must have excellent organizational and prioritization skills. Proficiency in Microsoft Office. Proficiency in payroll processing and employee records management. Ability to learn new technologies and to support project management to implement new systems (payroll, HRIS, learning management systems, etc.) Excellent written and oral communication skills necessary to clearly and logically present information to individuals and groups of employees at all levels of the Credit Union. Advanced level of interpersonal skills necessary to deal effectively with others in addition to maintaining a professional demeanor at all times. Ability to project a professional appearance and positive attitude at all times.
