We are a Brooklyn, NY manufacturing company located in the Sunset Park area seeking the right candidate who can work independently at leading change and be responsible for all HR functions such as, but not limited to, recruiting, administering employee benefit plans, performance management, research, evaluate and recommend best practices to ensure the company's competitive position. The candidate will work closely with department heads to assess staffing needs and work closely with employees to maintain balance within the organization to ensure that company policies and procedures align with the company's overall mission and vision objectives. Major payroll functions include processing weekly payroll, keeping all payroll records up to date, and invoice reconciliation of benefits. We offer a comprehensive benefits package, which includes medical, 401K, 80 hours of PTO, 10 days of Vacation, 10 paid holidays, and voluntary insurance. *Overview* Primarily responsible for designing, recommending, implementing, and administrating approved employee benefits programs. Research, evaluate, and make recommendations on the company's competitive position related to employee compensation and benefits packages. Consult with department heads to assess staffing needs. Ensure that company policies and procedures are in alignment with the company's overall mission and vision objectives. *Education and Work Experience:*
  • A bachelor's degree and three to five (3-5) years of experience in Benefits Administration, OR
  • Payroll experience is a must. Paycom is a plus.
*Responsibilities & Duties*
  • Administers employee benefits programs such as retirement plans; medical plans; term life insurance plans; temporary disability programs; and accidental death policies.
  • Evaluate and compare existing company benefits with those of other employers by analyzing other plans, surveys, and other sources of information. Plans, develops, and/or participates in industry surveys. Analyzes results of surveys and develops specific recommendations for review by management.
  • Develops specifications for new plans or modify existing plans to maintain a competitive position in the labor market and obtain uniform benefit packages for all company locations, where possible.
  • Recommends classes of eligible employees for new or modified plans. Develops census data and solicits insurance companies for quotations. Evaluate quotations and make recommendations to management.
  • Administers approved new plans or changes by communicating to employees through different media. Conducts employee seminars and arranges for enrollment of employees in optional plans. Revises and reissues all communications material on benefits from time to time.
  • Work closely with insurance carriers and other administrative agencies to ensure prompt and accurate compliance.
  • Assists in the development of company bargaining proposals for employee benefits and analyzes union benefits demands. Obtains and prepares cost data for company and union proposals and final settlements.
  • Assures company compliance required by law and timely filing of mandated reports with federal and state agencies, such as the Internal Revenue Service, Department of Labor, insurance commissioners, and other regulatory agencies. Keeping up to date on all changes to state and federal labor laws.
  • Assures that existing and new benefit programs are adaptable to standardized computer and reporting systems. Develops benefit information and statistical and census data for actuaries, insurance carriers, and management.
  • Monitoring the payroll interface to ensure compliance and data integrity.
  • Handles benefit inquiries and complaints to ensure quick, equitable, courteous resolution. Works with employees to facilitate proper and complete utilization of benefits.
  • Handling the distribution, collection, and compilation of employee annual performance review files.
  • Supervises and maintains all human resources records in a neat and orderly manner.
  • Maintain detailed payroll records which include but are not limited to various state income tax records, garnishments, and payroll deductions.
  • Be the primary backup for payroll processing, including; weekly payroll audits, bonus/incentive pay, tracking of time and attendance, vacation, PTO, and personal days, approving expense reimbursements, inputting payroll deductions, and preparing payroll reports.
Skills and Qualifications
  • General knowledge of all Human Resources disciplines to analyze, interpret, and apply information.
  • Demonstrated ability to influence with minimal authority.
  • Knowledge of safety practices, Worker's Compensation, and basic OSHA regulations
  • Knowledge of and skills in using a computer and software, such as MS Word, Excel, and HRIS.
  • Mathematical skill to calculate and interpret data using percentages, ratios, averages, and medians.
  • Written communication skills to compose reports, proposals, presentations, and work-related manuals professionally.
  • Verbal communication skills to communicate one-on-one and in large groups with customers, co-workers, and business contacts courteously and professionally.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
  • Ability to provide a high level of service by answering questions, providing accurate information, and responding to requests on a timely basis.
  • Ability to plan and schedule activities for both the short and long term, including regular review and coordination of activities required for implementation.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to work effectively with ambiguity and with periodic supervisory guidance. General internal policies, guidelines, and procedures are utilized.
