Salary: See Position Description Location : Greenville, NC Job Type: Regular Full-Time Job Number: 01826 Department: Human Resources Opening Date: 10/24/2024 Closing Date: 11/17/2024 11:59 PM Eastern Job Summary The City of Greenville, NC seeks an experienced HR professional to fill one of two Human Resources Manager positions. This is an excellent opportunity for an experienced HR professional who can immediately provide quality HR services to a variety of departments in a timely manner. Responsible for the span of human resources functions for designated departments, including recruitment/selection, workforce planning, classification and compensation, training/development, employee relations, and regulatory compliance. Provides responsible staff assistance to the Director of Human Resources. Work involves the application of human resources techniques and professional knowledge to a variety of personnel practices and issues and the exercise of sound professional judgment. FLSA Exemption Status: ExemptHiring salary range: $82,576.00 - $105,289.60, depending on qualificationsFull salary range: $82,576.00 - $127,982.40Examples of Duties
  • Administers the recruitment, examination, selection and promotion of personnel by providing policy interpretation and guidance to hiring managers; assisting with the development of assessment centers and various other candidate screening processes; coordinating the development, validation, and administration of employment and promotional testing; ensuring advertisement venues promote diversity outreach; serving on interview panels; preparing statistical analyses of applicant and selection data; overseeing applicant tracking system; participating in job/career fairs; and remaining current on employment-related laws and regulations.
  • Manages and coordinates the staff, programs, and activities of assigned Human Resources division by assigning work to administrative support personnel, reviewing completed work assignments, conducting performance evaluations, identifying development and training needs, and assisting with the development of long- and short-term goals.
  • Assists with the maintenance and administration of the City's classification and compensation program by participating in and administering classification studies, job audits, staffing analysis/workforce planning, reorganizations and FLSA status reviews; conducting compensation and benefit market analyses; conducting other special studies and analyses as needed; collaborating in the development and revision of job descriptions; and ensuring legal compliance with compliance laws such as FLSA.
  • Assists the Director of Human Resources by interpreting and/or explaining laws, administrative directives, policies, and procedures to managers and/or employees and assists in resolving issues; attending departmental staff and related meetings; participating in the development and administration of the division budget; assisting with developing and revising policies and procedures and special projects as needed; and serving as Director of Human Resources in his/her absence.
  • Coordinates and maintains the City's Affirmative Action/EEO program; prepares bi-annual EEO-4 report and other reports as assigned; responds to sensitive inquiries and complaints and provides guidance to departments.
  • Serves as a subject matter expert for the Human Resources Information System.
  • Assists with employee training programs as needed; attends professional group meetings and conferences; serves on various committees; serves as link between management and employees by handling questions, interpreting and explaining policies, and helping resolve work-related problems; and performs related duties as assigned.
Minimum QualificationsEducation and Experience:
  • A bachelor's degree in human resources, public or business administration, or related field; and
  • Five to seven years of professional human resources management experience, including a minimum of two years lead/supervisory experience.
Desirable, but not required, qualifications include:
  • public sector human resources experience; and
  • certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute or SHRM-CP or SHRM-SCP certification.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of:
  • Principles and practices of human resources administration.
  • Statistical concepts and methods used in human resources processes.
  • Federal and state laws and regulations relating to human resources.
Skill In:
  • Operating assigned office equipment and associated software.

Special Requirements
  • A valid North Carolina driver's license or the ability to obtain with 30 days of hire and an acceptable driving record.
