Responsible for assisting with labor relations, negotiations and administration of the school district's labor and employment contracts and special projects as requested. Work is confidential in nature and is performed under the direction of the Director of Human Resources and is reviewed through discussions and results obtained.ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned.General & Legal Issues:* Assists with managing customer service, counseling, guidance and training to employees, supervisors, and* administrators on policy, employment and legal matters, and collective bargaining agreements.* Assists in maintaining compliance with federal and state regulations concerning employment.* Prepares legal reports required by the District, Federal, State, and outside agencies.* Assures that instructional staff members are properly certified.* Recommends new or revised human resources policies.* Assists the district at grievances, arbitration and other employment related hearings.* Assists with pre-termination hearings for employee dismissals.* Preserve and promote confidentiality of Human Resources Department information.* Maintain appropriate files for all staff members.* Assists with Freedom of Information Act (FOIA) requests.* Promotes equal opportunity employment.* Assist with corrective discipline procedures, including fact-finding and Individual Development Plans (IDPs).* Assists with the tenure and mentoring processes of the District.* Facilitates hiring process with interview team.* Assist with unemployment and worker's compensation claimsRecruitment/Retain/Evaluations* Responsible for managing the employment process including recruitment, processing of employment applications,* conducting interviews, reference checks, and onboarding.* Assists with employee performance evaluation programs in compliance with all laws and policies.* Post vacancies/place advertisements regarding openings.* Conduct recruitment activities for positions.* Review applications for instructional, administrative, and support staff positions.* Participates on interview teams for position vacancies.* Offer position and process paperwork to hire instructional, administrative, and support staff.* Conduct job analysis/salary studies.Negotiations/Labor Relations* Assists Director of Human Resources with interpretation, application, administration, and negotiation of* collective bargaining agreements, and administering agreements and individual contracts governing non-union employees.* Administers provisions of collective bargaining agreements and/or district procedures dealing with staffing, transfers,* discipline, leaves, resignations, retirement, benefits, vacations, absences, supplemental pay, etc.* Assists with preparation for collective bargaining and participates in negotiations with all recognized employee groups.* Assists the Director of Human Resources with confidential personnel information and assisting with labor relations* issues including contract interpretation.* Assists with the grievance and arbitration processes and proceedings.* Interpret contract management and application of contract terms.Other* Responsible for the proper entry, storage, security and use of personnel transactions.* Develop and revise job descriptions as needed.* Assists with administering employee leaves of absence as outlined in collective bargaining agreements and state and federal leave programs.* Assists the Finance Department with employment and budgetary matters, including payroll, benefits, etc. and participation in cross-department training.* Complete federal/state/local reports pertaining to personnel.* Provide data as requested by superintendent and school board.* Ensures that the Human Resources Department is committed to customer service and is responsive to all employee* questions and responds in a timely and professional manner.* Contributes to creative problem-solving strategies and suggests/implements process and efficiency improvements.SUPERVISORY RESPONSIBILITIES:The Human Resources Manager is responsible for managing the workload and responsibilities of the Department. Ultimatesupervisory responsibility falls with the Director of Human Resources & Employee Relations.QUALIFICATION REQUIREMENTS:To perform this job successfully, an individual must be able to perform each essentialduty satisfactorily. Professional certificationpreferred (SHRM/HRCI). Previous experience in the public sector preferred.Thorough knowledge of labor and employment laws including but not limited to Public Employee Relations Act (PERA),Family and Medical Leave Act (FMLA), Fair Labor Standards Act (FLSA), Americans with Disability - Amended Act (ADA),Elliott-Larsen, Bullard-Plawecki and the Revised School Code.LANGUAGE SKILLS:Ability to read, analyze, and interpret professional journals, technical procedure, or governmental regulations. Ability to writereports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questionsfrom groups, employees, and the general public.MATHEMATICAL SKILLS:Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such asfractions, percentages, ratios, and proportions to practical situations.REASONING ABILITY:Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety oftechnical instructions in mathematical or diagram form and deal with several abstract and concrete variables.OTHER SKILLS AND ABILITIES:Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective workingrelationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and writtencommunication.
