  • Maintains classification records, including position descriptions, on all positions assigned to the institution, including the status of each.
  • Coordinates with the Classification and Compensation Branch, any request for reclassification or any other changes.
  • Prepares Organization Chart as needed.
  • Ensures vacant positions are announces via appropriate digital system and filled in a timely manner in accordance with agency policy and procedures.
  • Provides guidance/assistance to institutional employees with questions or problems relating to payroll, benefits, leave & attendance, recruiting & employment, etc.
  • Ensures forms for any necessary changes are completed accurately and submitted to payroll and benefits for timely processing.
  • Assist with conducting new employee processing, providing necessary information, and assisting with the completion of necessary forms.
  • Verifies accuracy of forms prior to submission to payroll and benefits for processing within deadlines established by the Comptroller General's Office.
  • Responsible for the maintenance of employee's personnel, medical, and leave files.
  • Ensures that leave balances are accurately reflected and that leave statements are printed in SCEIS, signed by the employee & supervisor, and placed in the leave file, twice yearly.
  • Ensures files are audited at the time an employee's separation, prior to submitting to payroll for processing withing deadlines established by the Comptroller General's office.
  • Ensures EPMS forms are completed on each employee in accordance with agency policy and provides guidance to supervisors, as necessary.
  • Reviews employee corrective actions to ensure compliance with agency policy, attending all corrective action meetings.
  • Provides guidance concerning policy and procedure to managers, supervisors, and employees. Provides information to employees concerning the Agency grievance procedure and/or the Employee Assistance Program (EAP).
  • Coordinates with the Environmental Health and Safety Officer (EHSO) all Worker's Compensation injuries and ensures employees receive medical treatment.
  • May serve as Post Assault Information Resource (PAIR).
  • Provides documentation for ACA standard files relating to human resources in support of the accreditation process.
  • Coordinates health tracking of tuberculosis and hepatitis B and ensures this information, and any updates to employee emergency data, is keyed via CRT in a timely manner.
  • Serves as Certifying Official for VA On the Job Training, processing documents as required and maintaining files on all participants.
  • On a day-to-day basis, performs other related duties and assists with operational matters/special projects.
  • Some supervisory responsibilities may be required.
  • Related duties/operation matters/special projects may include conducting special training for managers or employees, assisting with institutional inspection, or coordinating charitable campaigns such as United Way, Community Health Charities, or Special Olympics.

A master's degree in human resources management may substitute for the required experience. SCDC Requirements: (Or an acceptable equivalency as approved by the Division of State Human Resources).

OR
  • An Associate degree and three (3) years' experience in human resources;
OR
  • A High School diploma and five (5) years' experience in human resources management programs.
  • Experience with South Carolina enterprise information system (SCIES).
