Tasks/Duties
- Manage the Human Resources Department/City Manager's front desk. Work with the general public and employees in person and via telephone, answer inquiries and direct to the appropriate destination. Schedule appointments and keep records of callers and nature of inquiries.
- Administer the following Human Resource Programs: Bilingual Incentive, Educational Loan Incentive, P.A.L. (mentorship program), Service Recognition, Employee Recognition (Shining Star), United Way Campaign, Talk of the Town, Receivers Team and employee engagement programs (i.e. holiday door decorating contest)
- Support the City's Wellness Program to include fitness classes, workshops, wellness competitions, wellness testing, weekly wellness emails, flu shots, and the six package health screenings. Coordinate wellness marketing material and promotion with the Communications team.
- Handle sensitive information and confidential matters using discretion and independent judgement. Work closely with the Department Director and Human Resources team on personnel matters, i.e. performance appraisals, status forms, disciplinary actions, job postings, etc.
- Provide administrative support to the Department of Human Resources, compose memorandums, collect and distribute mail, fax medical leave forms, track certified mail for the Department, pull reports and other documents as necessary.
- Reconcile and process monthly insurance bills and complete COBRA audits for payment. Coordinate filing of Short-Term & Long-Term Disability Claims.
- Assist with personnel file management and records disposition.
- Provide information to employees and outside agencies regarding benefits, employment verifications and Public Records Requests. Answer incoming calls, furnish information to employees and the public regarding application of City policies and practices.
- Maintain retiree personnel files. Coordinate and track retiree health and life premium payments.
- Assist with annual Open Enrollment and Human Resources special events.
- Maintain and update the City's policies and procedures as directed by senior Human Resources team.
- Transmit and track Retirement and DROP applications/notifications to the Florida Retirement System.
- Order office supplies. Monitor and assist with annual budget preparation.
- Manage Human Resources' contribution to Cityscape Employee Newsletter and assist in composition of quarterly SuperScoop (Supervisor) newsletter.
- Coordinate annual nomination and election of Personnel Administration Board Members.
- Support the creation and distribution of Total Rewards Statement, W-2 forms, and 1095Cs.
- Manage inquiries to the City's e-mail address ...@altamonte.org.
- Assist other staff members with projects as necessary. Complete other special projects as assigned.
- Driving is not a key aspect of this position, but reliable personal transportation is necessary for commuting to and from the workplace.
- In the event of an emergency, all employees are considered essential and may be required to perform duties outside of their normal job description.
- Complete required trainings as specified within the City Comprehensive Emergency Management Plan.
Qualifications MINIMUM QUALIFICATIONS:
- Four (4) year college degree in Communication, Management, Public Administration, or related field; or four (4) years' experience as administrative support to senior (upper) management
- Windows computer proficiency, to include MS Word and Excel experience at an intermediate level (ability to use graphics, tables, formulas, headers/footers, and tools to format documents).
PREFERABLE QUALIFICATIONS:
- Experience in a Human Resources Department, payroll or personnel procedures.
- Ability to converse in English and Spanish.
- Experience with Tyler Technologies Human Capital Management
- Experience with NEOGOV HRIS
- Willingness to adopt AI and emerging technologies.
