This position will also be responsible for Human Resources duties such as interpreting agency policies, managing wage & salary and benefits programs, facilitating good employee relations and managing staffing & recruiting, organizational development, performance management, training, and employee counseling responsibilities.

Primary Recruiter Responsibilities

  • Recruits, interviews, and facilitates the hiring of qualified job applicants for open positions; collaborates with departmental managers to understand skills and competencies required for openings.
  • Develops, facilitates, and implements all phases of the recruitment process.
  • Collaborates with hiring managers to understand the requirements, duties, and qualifications desired for the specified vacant position(s).
  • Collects and analyzes data to maintain current understanding of fair and competitive market salaries, candidate availability, and demand for candidates in particular fields.
  • Consults data and records to identify and select potential candidates for vacant positions.
  • Screens candidates, selects qualified and interested candidates for the interviewing phase, and then connects viable candidates with hiring managers.
  • Checks candidate's references and credentials, verifying experience and backgrounds.
  • Advises candidates on the interview and hiring process.
  • Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
  • Organizes and attends job fairs, campus events, and other networking recruiting/events opportunities.
  • Follows up with hiring managers after the interview process to determine whether a placement can be made; collects feedback when placement is unsuccessful.
  • Maintains and ensures compliance with applicable equal employment opportunity (EEO) and related employment laws and regulations.
  • Excellent verbal and written communication skills with aptitude in conducting interviews.
  • Excellent organizational skills.
  • Maintains Human Resources Information System database, files and general human resources information in accordance with legal requirements. May design queries and generate monthly, quarterly and annual reports from database, analyze and interpret data.
  • Thorough understanding of EEO, ADA, and other related employment laws and guidelines.
  • Proficient in Microsoft Office Suite or related software.
  • Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
  • Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Offers counsel to all employees in matters relating to HR, and acts as a liaison to leadership, including offering advice and guidance on performance, performance reviews, conflict resolution, training, career advancement, exit transitioning, and compliance.
  • Implements wage and salary structure and administers all aspects of the performance appraisal process.
