Job Description:
Job Summary:The HR Representative is a key member of the Human Resource team that provides a positive onboarding experience for new hires and hiring leaders alike; by coordinating multi-state pre-employment activities in an expeditious manner that supports the organizationsgrowth and sustained HR operations. The HR Representative is primarily responsible for meticulously managing all pre-employment documentation, background check initiation, escalation, and monitoring progress from the time of offer acceptance until final employment clearance has been achieved. Essential Duties:Pre-Employment & Onboarding of New Hires:
  • Utilizes multiple systems of record and applications (DayForce/HRIS, Background Check Vendors, State Sites, iSupport, DocuSign, I-9 Advantage, etc.) to document the initiation and progress of a new hire throughout the onboarding process throughout their full clearance.
  • Administers and validates pre-employment documentation with new hires ensuring all required items are completed.
  • Administers, monitors, documents, and escalates (adverse) background check findings, to include offer rescissions.
  • When changes of start dates occur, the HR Representative is responsible for coordinating the (DayForce) systematic changes and communicating said changes with the new hire and the hiring leader.
Data & Record Management
  • Maintains understanding and knowledge of the organization's policies related to background checks, Motor Vehicle Standards and Records, I-9 Compliance, personnel files, and all other state specific policies related to pre-employment requirements.
  • Gathers, validates and administers all pre-employment documents required for each new hire and stores any required documents in the employee's record.
  • Accesses multiple pre-employment clearance sites to initiate and monitor clearance. (Handles sensitive information.)
  • Administers the I-9 process for each new hire.
  • Coordinates the systematic termination of employees who have not officially completed onboarding or those who do not generate worked hours.
Customer Service, Communication, & Collaboration
  • Partners with internal stakeholders and escalates when unfavorable background check findings occur.
  • Prepares and provides internal stakeholders with relevant data associated with projected start dates, onboarding status', and other related topics on a regular basis.
  • Assists in the implementation of new or revised pre-employment processes and identifying opportunities for continuous improvement to support the organizational objectives.
  • Is the main point of contact with the incoming new hire post offer acceptance until the day of hire. Liaises with the new hire through the onboarding process, escalating any challenges associated with pre-employment activities until the day or hire.
Skills:
  • Ability to communicate effectively over the phone and in writing (text/email) with all levels within the organization demonstrating a high level of customer service.
  • Strong computer skills: MS Office Suite (Word, Excel, Outlook, Teams), HRIS data entry experience.
  • Demonstrate a high sense of urgency, without compromising quality or accuracy.
  • Sound knowledge of general HR practices as it relates to the pre-employment process.
  • Sound knowledge of I-9 protocols.
  • Strong detail orientated nature.
Minimum Job Qualifications:
  • Education: High School Diploma or GED
  • Experience: 1-2 years of HR experience (Preferably related to pre-employment or onboarding).
  • Travel/Flexibility: Ability to be flexible on hours to assist colleagues and those we serve within different time zones
