Summary This position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Compensation and Benefits Division, Benefits and Worklife Branch. The purpose of the position is to perform routine work related to the administration of employee benefits programs including retirement, insurance, health benefits, and Thrift Savings. Responsibilities The physical worksite for this position is located in Alexandria, Virginia. This position is telework eligible per agency and business unit discretion/policy. Fully remote within 50 miles of the USPTO Alexandria, VA headquarters and the duty station is the authorized telework location (typically your home address). You are excited to conduct health benefits open season for employees and administer the Federal Employees Group Life Insurance, Health Benefit, and Thrift Savings Plan programs for the agency. You are confident determining the appropriate treatment of matters as they apply to moderately complex insurance benefits issues relating to the validity of marriage, divorce, and descent and distribution of property. You confidently use tact, diplomacy, and patience when communicating and dealing with others; e.g., co- workers, managers, supervisors, and internal/external customers Requirements Conditions of Employment Qualifications You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at Administrative and Management Positions. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-07. Specialized experience for this position includes: GS-09: Applicants must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the federal service. Specialized experience for this position Includes: Experience in resolving escalated benefits and work-life inquiries from employees; and Experience independently advising employees on complex benefits issues and options; and Experience identifying and coding personnel actions (e.g., Change in SCD, Change in Veterans Preference, LWOP, etc.) using an automated human resources system; and Experience in analyzing and interpreting benefits policies and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education may be substituted for experience at the GS-09 grade level if the following is met: A master's or equivalent graduate degree. OR 2 full years of progressively higher-level graduate education leading to such a degree. OR LL.B. or J.D., if related. OR Equivalent combination of qualifying graduate education and experience. If this position requires proof of higher education, or you are substituting education for experience, you must submit an unofficial transcript or a list of courses that includes the following information: name of accredited institution, grades earned, completion dates, and quarter and semester hours earned. Education completed in foreign colleges or universities may be used to meet the requirements. Please refer to General Schedule Qualifications Policies for more information. Special Instructions for Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. A listing of these accredited organizations can be found on the Department of Education's website - US Department of Education. You must provide a copy of the letter containing the results of the equivalency evaluation with a course-by-course listing along with your application.
