Incumbent 'partners' with management in the examination of problems/issues and in developing solutions from an interest-based standpoint.* Serves as the principal point of contact on labor/management matters of overall concern including grievances, unfair labor practices, appeals, contract interpretation, labor relations training, preparation and conduct of contract bargaining, etc.* Responds to inquiries from management and anticipates management needs regarding union rights, employee rights, implications of recent arbitration decisions, MSPB, FLRA regulations, etc. Alerts management to actual or anticipated labor relations' implications in proposed management decisions.* Serves as Area Labor Relations Specialists (ALR's) charged with conducting contract negotiations with NTEU on Articles 15 and 47. Serve as PPOCs (Primary Points of Contact) for SCRS and serve as LR advisors for area LMRCs (Labor Management Relations Committees). Serve as ad hoc LR consults/SMEs (Subject Matter Experts) for various projects for the business units and on various committees.This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses.
