About the Position: Monitor and review assigned command-wide programs/areas (e.g., Recruitment, Strategic Human Capital Planning, action officer, etc.) and develop appropriate policies, procedures, guidance and regulations. Responsibilities Serves as a Command Level Human Resources Specialist as an analyst and advisor on complex strategic human resource program challenges and initiatives for the MICC. Provide extensive knowledge of laws, rules, regulations, policies, practices, and procedures governing personnel management programs to classification and position management, recruitment and staffing, labor management, and employee management relations, and employee development and training. Advise management on controversial or sensitive, complex and difficult Human Resources-related issues. Develop and recommend innovative approaches and strategies to resolve unprecedented issues and problems. Analyze a wide variety of work force data to provide recommendations for improving the Human Resources management program. Skill in written and oral communication to present issues and recommendations on a variety of Human Resources topics through various mediums, such as memorandums, messages, computer-based programs, briefings, presentations, training classes and workshops. Prepare and/or assists senior management in responding to both administrative and union grievances and ensures responses are in compliance with regulations/union contract and are legally sufficient. Respond to highly controversial inquiries from Congress, higher headquarters, and other Federal agencies, responses to Merit Systems Protection Board appeals, grievances, and EEO complaints; ensuring responses are persuasive and thorough. Specialized Experience: One year of specialized experience which includes perform a wide variety of workforce shaping/reductions-in-force, special placement programs, recruitment methods, and special pay incentives; analyze trends and/or forecasts of current and future workforce requirements; provide technical services on staffing and recruitment problems; execute recruitment and other personnel actions to ensure they are in accordance with established policies, regulations and program goals. Provide advice and assistance on various Civilian Human Resources (CHR) automation tools (e.g., Defense Civilian Personnel Database System [DCPDS], SAP Business Objects, etc.). Furnish advice and guidance to staff personnel throughout DCS G-1 on system capabilities, interfaces with other systems, processing workflows and timelines, etc. Provide guidance to subordinate activities with various civilian Human Resources automation tools such as DCPDS, SAP Business Objects, and SharePoint; assess civilian Human Resources related systems to determine the type of data available and how it can be improved; extensive knowledge utilizing automated system software such as MS Excel, Access and Visual Basic for Applications (VBA) in order to utilize AcqDEMO Paypool Payout. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11]). You will be evaluated on the basis of your level of competency in the following areas: HR Data Management HR Information Systems Application Human Resources Management This is a DoD Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo) position in the NH-03 broadband with an advertised pay range from the lowest equivalent GS-12 grade Step 1 to the highest equivalent GS-13 grade step 10 in the broadband. This position is NOT covered by control points to account for variances in position responsibilities within the broadband. The salary for this position NH-03 Human Resources Specialist is $88,205 to $136,357 including locality at the rate of 18.49%. Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
