We are currently seeking a Human Resources Specialist with a passion for public service and a genuine desire to provide the highest level of customer service. This position is responsible for successfully on-boarding new City employees and performing duties in support of the HR Administration and Talent Acquisition operations.Essential FunctionsThe Human Resources Specialist provides a variety of highly responsible, confidential, and detailed administrative and technical support of the Human Resources department. Responsible for HRIS and personnel records maintenance, detailed administrative support, talent acquisition efforts, and special project support as assigned.Essential functions include but are not limited to:+ Works with Talent Acquisition Analysts to successfully onboard new hires.+ Assists with administrative aspects of recruitment.+ Schedules and coordinates pre-employment background checks and drug screens, and communicates results to the appropriate staff.+ Assists new hires with completing initial employment paperwork.+ Enters new employee information into the HRIS system (PeopleSoft) with accuracy.+ Creates identification badges and processes related request.+ Issues and maintains ID/building access cards.+ Serves as a liaison between City departments and the Department of Information Technology as it relates to employee on-boarding and employment maintenance processes.+ Finalizes the roster for New Employee Orientation (NEO) in coordination with the Talent and Organizational Development team.+ Responds to a variety of questions from employees and applicants including information on processing forms, recruitment, general benefits, policies and procedures and special programs or activities.+ Reviews, verifies, and processes new hire and payroll documents.+ Ensures appropriate security and confidentiality of employee information and records.+ Prepares administrative reports as necessary or requested; reconciles and corrects errors as required.+ Maintains HR files, correspondence and other materials; files all correspondence and other records in a timely manner. Makes copies of correspondence or other printed material, as necessary.+ Performs other administrative/HR duties as assigned or requested.Education/ExperienceWork requires a level of knowledge equivalent to four years of high school.Two years' experience in Human Resources; preferably performing Talent Acquisition, Staffing, and new employee on-boarding duties.The ideal candidate will possess:+ Ability to demonstrate exceptional interpersonal and customer service skills, attention to detail and organizational skills.+ Ability to work in a fast-paced environment with frequent interruptions.+ Ability to successfully navigate and use Microsoft Office Suite.+ PeopleSoft experience.Additional Information & RequirementsSigning Bonus: This position is eligible for a one-time $5,000 signing bonus.+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.+ RetirementIf you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply.
