Salary: $25.75 Hourly Location : Monroe, WI Job Type: Part-Time Job Number: 2021-00271 Department: Human Resources Opening Date: 11/15/2024 Description/SummarySUMMARY The part-time 24 hours/week Human Resources Specialist performs complex administrative, clerical and technical tasks related to labor relations, employee benefits and enrollment, recruitment and selection, document management, research and data gathering, policies and procedures, Worker's Compensation, Family and Medical Leave (FMLA), Leave of Absences, Wisconsin Retirement System (WRS), and Health Insurance, Dental, Vision, Optional Life, Short- and Long-Term Disability, Flex Spending, Deferred Compensation. The position involves collaborative work as well as individual initiatives. Essential Duties and ResponsibilitiesESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Leaves:
- Responsible for the management of the County Family Medical Leave Act (FMLA) program.
- Assist employees with FMLA questions and FMLA needs.
- Review FMLA requests with HR Director for eligibility.
- Generate FMLA paperwork and distribute to employees per guidelines.
- Provide Short-term and Long-term Disability Paperwork as needed to employees.
- Complete and file Employer portions of STD and LTD paperwork. Communicate with payroll and finance regarding approval dates and enter updates in the Standard.
- Track FMLA utilization and coordinate work returns.
- Ensure doctor's notes are provided to return to work for all leave types.
- Ensure that appropriate paperwork is complete if an employee must return to work with an accommodation.
- Track STD and LTD approvals.
- Assist employees needing to take a Leave of Absence.
- Explain LOA rules to employees, including health insurance payment requirement and help coordinate payment process with finance department. Send a letter to the employee detailing the amount owed.
- Monitor Leave of Absence usage.
Benefits:
- Serve as a backup for enrolling all new employees in County benefit programs, including: Health Insurance, Dental, Vision, Short Term Disability, Long Term Disability, Life Insurance, Flex Spending, and WRS.
- Serve as a backup to make changes to employee information and enrollments in the County's Benefits Programs: when a name change, address change or life change event occurs.
- Serve as a backup to enter new hires into the Munis system, including scanning in payroll documents for the finance department.
- Serve as a backup to removing terminating employees from every benefit database.
- Serve as a backup to terminate employees in the Munis system.
Onboarding and Terminations:
- Prepare new employee orientation packets for all new employees.
- Serve as a backup to conduct pre-employment orientation with new employees to review new hire paperwork and complete benefits.
- Serve as a backup to conduct new employee orientations for new employees.
- Submit work orders to IT for all new employees for emails, key cards and technology devices as needed.
- Issue keys and ID badges to newly hired employees, when applicable based on job location as needed.
- Work with HR Director to prepare and provide employees with Open Enrollment materials.
- Collect keys and ID badges from terminating employees as needed.
- Submit work order to IT regarding terminating employee to disable email and collect devices as needed.
Worker's Compensation/Other:
- Ensure compliance with required labor law postings.
- Assist in the management of the tracking of Green County's Workmen's Compensation Program.
- Work with employees regarding their Worker's Compensation claim as needed.
- Maintain county's compliance with OSHA 300 logs for Workman's Compensation.
- Follow-up with departments regarding Worker's Comp claims as needed.
- Complete yearly Worker's Comp reports.
- Complete requests for Verifications of Employment from financial institutions, recruiters, Badger Care and Child Support Offices as needed.
- Answer employee's questions and provide guidance regarding employment related issues as needed.
- Greet and assist all people who enter the Human Resources Department.
Clerical and Records Management:
- Maintain Green County Personnel and Medical Files with confidentiality and in compliance with records retention regulations and open records regulations.
- Maintain I-9 files per federal regulations.
- Provide administrative and clerical support to the Director of Human Resources in completing projects and assignments.
Recruitment:
- Assist in recruitment, posting and advertising for open positions as needed.
- Provide in-person assistance to potential employees who are unable to apply for open positions through the online application system as well as over the phone assistance.
- Utilize NeoGov to track the hiring process for positions and assist Department Heads.
Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. EDUCATION and/or EXPERIENCE Associate's degree in Human Resources, business administration, office administration, or related field, and 2 years of related experience in human resources, or related field. Must be proficient in Microsoft Office programs and ability to use the Outlook, Word, Excel, PowerPoint, Publisher functions with the ability to develop and expand detailed and complicated word processing techniques and programs. Familiarization with Munis software, social media, and recruitment web resources are preferred. CERTIFICATES, LICENSES, REGISTRATIONS None Required. Certification in Human Resources desired. Valid driver's license is preferred. LANGUAGE SKILLS
