Summary You will serve as a Human Resources Specialist (Recruitment and Placement) for the Small Business Administration (SBA), Office of Capital Access (OCA), People Operations Disaster Division (PODD). The employee serves as a Human Resources (HR) Specialist providing HR advisory and program services to the Customer Service Center (CSC). This job will close when we have received 100 applications which may be sooner than the closing date. Responsibilities As a Human Resources Specialist (Recruitment and Placement) at the GS-0201-12, some of your typical work assignments may include: Performs staffing, recruitment, and placement activities for a variety of positions in the competitive service and excepted service. Ensures appointments are within the scope of Human Resources laws and regulations. Assesses the qualifications of applicants and determines the grade level(s) and occupations(s) for which they are qualified. Keeps abreast of changes in Office of Personnel Management (OPM) and Small Business Administration (SBA) Human Resources Policies and regulations by regularly accessing their websites. and advises the Human Resources Officer of changes impacting Center employees. Advises management on merit promotion and recruitment matters and planning for future starting needs. Serves as liaison with state employment offices to assist employees with obtaining unemployment compensation when their employment ends. IMPORTANT NOTES: This is a Permanent appointment in the competitive service with a full-time work schedule. Current Office of Personnel Management (OPM) Delegated Examining (DE) certification is required. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required heighten Disaster Activities. This position is not included in a bargaining unit. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified. Applicant must include in application package, a copy of current Office of Personnel Management (OPM) Delegated Examining (DE) certification certificate. (YOU MUST SUBMIT A COPY OF YOUR CERTIFICATE). Applicant will be rated not qualified if certification is not included in application package or out of date. All qualification requirements must be met by 11:59 pm (Eastern Time) on 12/02/2024. TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated Ineligible for that grade level. GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Experience in all the following staffing functions: identifying competencies and conducting job analyses, creating assessment questionnaires, creating job opportunity announcements using an automated HR system, reviewing application materials for qualification determinations, adjudication of veterans' preference, determining appointment eligibilities, creating ranking and certificate of eligible applicant lists; AND Prepare, review, and process a wide variety of personnel actions and ensure accuracy of information and compliance with all applicable regulations and guidelines; AND Provide full range of staffing/recruitment and placement consultative services to managers, employees, and applicants; AND Respond to human resource inquiries from internal and external stakeholders and applicants; AND Provides training and mentoring to HR staff members. You will receive credit for all qualifying experience, including volunteer experience. Education GS-12: Education may not be substituted for experience for this position.
