- Serves as an expert in managing and administering agency-wide WorkLife Services and Employee Programs.
- Serves as the subject matter expert and leader on teams and/or groups involved in the assessment of a wide spectrum of WorkLife Services and Employee Programs and policy.
- Provides subject matter expertise to managers, supervisors, and executive leaders on policies, programs, plans and procedures governing WorkLife Services and Employee Programs as well as support and resources for complex problems employees face.
- Develops approaches to interpret and implement legislation, policies, procedures, and strategies governing the planning and delivery of a variety of WorkLife Services and Employee Programs.
- Conducts research, review and analyze federal and private programs to evaluate trends, establish and implement best practices, and forecast workforce requirements to meet future mission demands.
- Conducts analytical reviews of worklife data, policies, regulations, legislation, directives, and programs to provide recommendations to leadership for enhancements.
- Provides HR policy guidance in the areas of Workers and Unemployment Compensation, EAP, On and Off Boarding, Resilience, Health and Wellness, Hardship Transfers, Lactation, Telework, Remote Work, Back Up Care and Drug Free Workplace.
- Leads projects in identifying, validating and analyzing WorkLife Services and Employee Programs to improve existing services and identify new programs.
- Serves as advisor to management on employing change process concepts and techniques based on assessment of organization readiness for change, marketing organizational awareness, and leading change initiatives.

This position

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

QualificationsThe qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/26/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 12/26/2024.
GS-11: You qualify at the GS-11 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-09 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Conducting briefings and presentations.
- Assisting with managing and implementing employee programs and services.
- Researching legislation and guidance on various employee programs and services.
- Providing support and resources to employees on WorkLife challenges. OR
- You may substitute successful completion of a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level. Such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Managing various programs and communicating policies across the organization.
- Briefing managers, supervisors and employees on a variety of employee services and programs.
- Reviewing, analyzing, and resolving employee program issues.
- Determining areas of policy, procedures and program deficiencies and providing recommendations for change.
GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Providing advice and counsel to senior professionals, management, and employees at all levels of the organization about various employee programs and services.
- Analyzing and resolving sensitive, confidential problems or issues where there may be an absence of applicable laws and or regulations.
- Reviewing, interpreting and applying laws and regulations related to various employee programs and services.
- Developing policy or guidance for Worklife and Employee programs.
- Leading projects and workgroups to develop or modify employee programs and resolve programmatic issues.
