Position Title: Human Resources Technician
The Naval Surface Warfare Center Philadelphia Division (NSWCPD) is a Department of Defense entity responsible for research and development, test and evaluation, engineering and fleet support organization for the Navy's ships, submarines, military watercraft, and unmanned vehicles. NSWCPD Code 101 is responsible for the Human Resources Division at NSWCPD.
The Human Resources (HR) Technician provides support for Labor and Employee Relations (LER), Staffing and Classification, Workforce Development, and Human Resources Policy, Planning and Analysis.

Duties and Responsibilities
- Provide administrative program support to NSWCPD's LER Branch for employee relations, labor relations, awards, benefits, performance, workers compensation, telework program, leave programs, performance management, and health & wellness programs.
- Assist with Command Awards ceremonies and external awards program
- File and organize employees' performance appraisals and generate reports in the My Performance tool and any other performance management system being used.
- Support the telework program, to include tracking and collecting telework agreements.
- Create, organize and maintain Labor and/or Employee Relations case files supporting the Workers' Compensation program.
- Assist with the in-processing of newly hired employees to include creating/entering applicant information and tasks in USA Staffing, conducting New Employee Orientation, reviewing/verifying personnel actions against information provided in the recruitment package.
- Assist the recruitment coordinator in the upload of resumes into ERecruiter, and provide administrative/technical support at local career/job fairs.
- Maintain and update the Command's training tools, escort facilitators and employees to training classrooms, scan/track attendance and nominated candidates for external leadership programs.
- Monitor mandatory training requirements and support to the Academic Program Manager with tracking and collecting course completions, collecting and maintaining continued service agreements and collecting book reimbursement paperwork.
- Support and assist training specialists with onboarding, material distribution and providing/collecting course evaluation surveys.
- Review human resources laws, policies, rules, and procedures, and provide routine informational support to applicants, employees, HR Advisors and Administrative Officers (AOs).
- File and track course completions and employee relation case files.
- Utilize and update various systems for data entry and report generation to include but not limited to: Defense Civilian Personnel Data System (DCPDS), My Performance Tool, Total Workforce Management System (TWMS), Navy-Enterprise Repository Program (N-ERP), Defense Civilian Pay System (DCPS), USA Staffing, USA Jobs, On-Boarding Manager, Electronic-Director, Acquisition Career Management (e-DACM), Joint Personnel Adjudication System (JPAS), HRLink, Enterprise Data Warehouse (EDW), Total Force Manpower Management System (TFMMS), Electronic-Director, and Employee Verification System (E-Verify), as well as various internal HR tools.
- Collect, summarize, review, and analyze documents, and maintain/file official records related to the various programs in accordance with NSWCPD's records management policy and practices.
- Provide administrative support of the audio visual and communication capability as needed to support the various HR programs.
- Provide support documenting processes, initiating, and assisting in the facilitation of meetings, capturing metrics, scheduling, recordkeeping, reporting, and coordination across various organizations internal and external to the command.
- Review HR forms and job applications, distribute and track HR action requests, provide monthly status report, and draft correspondence, memos, slides, position papers, and news articles.
- Receive and gather supply requests and assist in coordinating the request to acquisition POC for processing.
Knowledge and Qualifications
- High School Diploma or GED
- Minimum of 3 years of demonstratable HR experience which includes some experience in each of the following areas: Labor and Employee Relations, Staffing and Classification and Workforce Development (WFD) and the ability to examine human resources laws, policies, rules, and procedures for the aforementioned program areas
- Knowledge of Government regulations, policies, and practices under Title 5, United States Code, and other statutes and legal Authorities for Federal Human Resources
- Intermediate knowledge of Microsoft Office Suite programs.
- Capable of working with minimal supervision.
- Must be a U.S. Citizen.
