Full-time, ExemptPay Range: $132,496 - $169,291Job SummaryThe Human Services Director has oversight for the program divisions that make up the Ozaukee County Human Services Department. Services are provided through a number of mandated service programs and delivered with County employees providing direct service, and through several initiatives, collaborations, and contracts where needed to meet service demands for mandated target groups. Typical services include: crisis and protective services for children and adults, long-term support services for the disabled and elderly populations, counseling and case management for persons experiencing mental illness, substance abuse, or developmental disability; services for the chemically dependent; placement of children and adults in an alternate care setting; supervision and rehabilitative services of juvenile offenders, and economic support programs for families and adults.Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Other duties may be required and assigned.Oversight of Human Service Programs:
- Articulates the Department's Mission, Vision and Guiding Principles that will enhance our ability to achieve desired goals.
- Oversees the consumer grievance process and follows up on citizen complaints for Human Services. This may include constructively communicating with angry individuals/groups or providing explanations to the County Administrator, the Health and Human Services Committee as well as representatives of the State or Federal governments.
- Develops a strategic direction and plans for the department and its programs. Organizes the goals and objectives of the department to align with the strategic direction of the county, state and funding resources to best meet the needs of the community.
- Directs management and administrative procedures to provide for cost effective delivery of services.
- Plans for the efficient utilization of program resources, i.e., fiscal management, personnel management, outside funding sources, budget analysis and preparation, as well as program development and public relations.
- Directs the preparation of the operating and capital budget of $15M for the Department. Monitors the annual revenues and expense budget and makes corrective action as needed to remain within budget guidelines expectations. Oversees and recommends Departmental write offs.
- Reviews Departmental operations and programs defining areas requiring funding for future improvements.
- Provides leadership to the Human Services Department in the development of policies and procedures in accordance with Federal, State and County laws as well as Administrative Codes and Best Practice Standards.
- Ensures compliance with local, state and federal laws including HIPAA and other regulatory compliance standards.
- Provides executive oversight for major initiatives that will result in significant changes in the operation, design, availability, or quality of services provided. Monitors compliance with regulatory requirements for certified programming.
- Assures compliance with contractual agreements with state, federal and local grants. Monitors and reviews various grants issued by the Wisconsin Department of Health Services and Children and Families. Reviews all contractual relationships that place the department in a vendor or sub-recipient status. Adjusts budget and programming to meet contractual obligations. Assures funds are utilized in a manner that benefits the Department and citizens of Ozaukee County.
- Maximizes revenues based on contractual agreements to support the needs of the department and community. Utilizes contractual agreements with insurance companies, HMOs, and CMOs to reduce reliance on county tax levy.
- Employs risk management techniques to ensure appropriate disaster recovery and response and to ensure continuity of business processes. Oversees analyses evaluation and risk assessments required for implementation and integration of services. Develops and enforces Departmental processes to provide for the safety, security and wellbeing of the staff, consumers, property, and data within our Department and care.
- Monitors and advises the County Administrator and Health and Human Services Committee of legislative proposals in all levels of government that may directly or indirectly impact programs, services and/or policies and procedures of the county.
- Identifies and implements strategies to develop, attract and maintain a highly qualified and motivated work force. Directly supervises staff within the department and provide administrative support to staff considering the nature of the work done by the Department's staff to maintain the safety of the citizens of the county.
- Prepares policies and advises the Health and Human Services Committee on topics related to the welfare of the community. Provides information needed by the Committee to evaluate the success of its policies and apprise them of the administration. Recommends administrative procedures to provide guidance and direction to the Department. Prepares resolutions for consideration by the Committee as policy makers.
- Consults with the Health & Human Services Committee on the comprehensive integration and coordination of program activities and functions to successfully administrate programs and make program improvements. Interprets Department programs and objectives to governmental bodies, the general public and professional organizations. Holds annual public hearings related to the Human Services budget and coordinates subordinate boards such as the ADRC governing board and CCS coordinating committee. Communicates recommendations to the Health & Human Services Committee acting in its roles as the 51.42 Board for final review.
- Establishes and maintains effective inter-governmental, public and professional liaisons. Plans for and continuously improves community and public relations through communication with the media, local service providers, schools, law enforcement, hospital systems, and the community in general.
- Coordinates management evaluation of programs via the establishment of valid quantitative and qualitative standards. Participates in, reviews and approves all programmatic audits through DQA, OIG, CMS, DCF and DHS. Oversees corrective action when necessary.
- Integrates programs on an intra and/or inter Departmental basis.
- Provides advocacy at the state level on human services issues or directed by the County Board or Health & Human Services Committee. Participates in the Wisconsin Counties Human Services Association. Serves on state appointed committees.
- Represents the Human Services Department and Ozaukee County at community sponsored events that support the mission of the Department.
- Demonstrates a commitment to county safety and risk management efforts.
Direct Supervision:
- Supervises management staff: Children and Families Manager, Behavioral Health Manager, Economic Support Manager, Office Services Manager, and Aging and Disability Services Manager. Provides guidance and clinical supervision to all DHS staff as needed.
Personnel Duties:
- Modifies job descriptions of Program Managers related to new initiatives promoted by the County, State or Federal governments. Establishes priorities in collaboration with Program Managers.
- Establishes timelines and processes for achieving agency wide objectives. Establishes performance benchmarks and monitors program performance on mandated objectives and outcomes.
- Monitors fiscal and outcomes performance at least monthly of all cost centers.
- Reviews written descriptions of system issues and approves proposed solutions
- Signs and approves all contracts for purchased services, and approves all significant expenditures.
- Provides final approval of hiring recommendations made by Program Managers for direct service staff and facilitates the hiring process for vacated Manager Positions with other Program Managers.
- Completes Annual Performance Appraisals for Program Managers
- Approves disciplinary recommendations made by Program Managers and participates in the disciplinary process whenever necessary. Consults with County Administrator and Human Resource Director before making decisions regarding termination.

- Master's Degree in a human service profession.
- Seven to ten years of progressively responsible experience in direct preparatory work, demonstrating a comprehensive knowledge of Human Services Programs or Systems and their operations, financing, and regulatory requirements.
