Position Summary:
The Human Services Director is an integral member of the Health and Human Services leadership team. This position is responsible for the support, development of strategic goals, and oversight of the Human Services programs- Indian Child Welfare, Elders, Pathways to Healing, Childcare Care Development, Cowlitz Employment Support Services, Veterans, and Youth. The goal of these programs are to promote an optimal level of well-being for American Indians and Alaska Natives by utilizing traditional, modern, and culturally sensitive social service practices. This position provides leadership and direction t for human service delivery systems including strategy, and achievement of strategic goals and objectives in accordance with all applicable tribal, state, and federal rules and regulations. Adheres to HIPAA and confidentiality requirements. Honors and represents the mission, vision, values of the Cowlitz Indian Tribe(CIT) and the Health and Human Services Department.

Essential Duties & Responsibilities:
* Directs and oversees the human services program managers and ensure effective delivery and daily operations and is fully accountable for managing all administrative activities.
* Develops and implements long and short-term strategic plans, goals and objectives in conjunction with HHS leadership.
* Improves management's effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining staff; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.
* Develops proposed policies or policy revisions for approval; implements procedures for such approved policies and assures consistent implementation.
* Recognizes and fosters opportunities for cross program collaboration and coordination.
* Analyzes legislative, regulatory, policy and other industry changes; provides briefings to Executive Director, department leadership, and CIT Health Board.
* Compiles statistical data and writes narrative reports on quality management findings.
* Develops and maintains an organizational structure to meet the service needs of the community.
* Ensures development of clearly defined job descriptions and reporting relationships of staff.
* Ensures compliance with fiscal policies of all Human Service programs; recommends and directs the implementation of policies concerning budget and fiscal operations that provide sound business and fiscal management.
* Oversees the development of proposals and grants to secure additional funding and grant monies for continuation and expansion of human service programs.
* Develops and recommends yearly budgets for leadership, health board, and Tribal Council approval and prudently manages resources within established guidelines; achieves the financial objectives of the organization by exercising control and implementation over the budgetary processes of all Human Service programs.
* Establishes and maintains effective communication systems within HHS and various constituencies including community, federal, state, and local agencies.
* Hosts regular staff meetings to ensure accurate and effective communication throughout all Human Services programs
* Supports Department initiatives, goals, and objectives.
* Ensures Human Service managers have individualized professional and programmatic development plans.
* Ensures compliance with federal and state regulations.
* Maintains current working knowledge of trends and legislation in community service programs.
* Prepares and presents reports on the status, activities and plans for current and future operations to the Executive Director of HHS, Tribal Manager, Health Board, and/or Tribal Council as needed.
* Maintains professional and technical knowledge through research, attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
* Contributes to a team effort and accomplishes related results as required.
* Performs other duties as assigned.
Knowledge, Skills, and Abilities:
* Knowledge of traditional form of government and tribal customs and traditions.
* Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
* Knowledge of finance, budgeting, accounting, and cost control procedures.
* Knowledge of the interrelationships and interdependencies among various administrative services and programs within Native American communities.
* Knowledge of the provisions of PL 93-638, Indian Self Determination and Education Assistance Act, 25 U.S.C. 1902, Indian Child Welfare Act PL 102-477, Indian Employment, Training and Related Services Demonstration Act, PL 103-322, Act to Control and Prevent Crime (VAWA)
* Skill in coaching and consulting management and executive level employees.
* Skill in operating various word-processing and database software programs in a Windows environment.
* Skill in making effective decisions in emergency situations.
* Ability to interpret applicable federal, state, county and local laws, regulations, and requirements.

Minimum Qualifications:
* Masters Degree in Human Services, Social Work, Public or Business Administration or related field.
* Seven years of progressively responsible administrative management experience in human services, preferably in Tribal or Urban Indian organization.
* Seven years of supervisory experience in the human/social service field.
* A combination of relevant education and related work experience may be considered. Qualified experience must be clearly identified in the resume or application.
* Experience working with American Indian/Alaska Native communities preferred
* Valid drivers license is required when driving vehicles for work-related purposes.
* Must be able to successfully pass a background screening / investigation according to the established requirements below.
Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CITs established safety policies regarding vaccine requirements and personal protective equipment (PPE).

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit; stand; walk; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee occasionally may lift up to 50 lbs.
Work Environment:
Work is generally performed in an office/clinical setting with a moderate noise level. Situations occur where PPE (personal protective equipment) is needed. Overnight travel, evening, and/or weekend work may be required. Tight time constraints and multiple demands are common.
