Job Description:

The Salvation Army Midland Divisional Headquarters located in St. Louis, Missouri, is looking for a Human Trafficking Program Coordinator. This position will support The Salvation Army's response to Human Trafficking and assist with operations of anti-human trafficking programming. The coordinator will help in the provision of supervision of case management services to identified survivors of trafficking. The successful candidate will have demonstrated expertise on the topic of human trafficking or a related field and will be experienced in program management. Will ensure compliance with state and governmental grants with regular site audits.

This is a full-time position, 40 hours per week, with starting pay of $23.07 per hour.

Program Implementation:

  • Provide oversight to the daily activities of the anti-human trafficking drop-in center ensuring the program is consistent with best practices and standard operating procedures.
  • Implement programmatic activities for various services provided under the Restore anti-human trafficking programs.
  • Conduct needs assessments and provide case management and referrals to clients who have been trafficked as needed.
  • Ensure engagement of appropriate workflows and activities to reach contractual and agency outputs and outcomes.
  • Examine and monitor internal intake and case management tools and make recommendations when needed to improve The Salvation Army's response to survivors who may have been trafficked.
  • Monitor and evaluate the effectiveness of program services to ensure connection to case plan goals, making recommendations for improvements as needed.
  • Stay updated on industry trends, best practices, and regulatory changes to ensure program compliance and effectiveness.
  • Supervision and Leadership:

  • Hire, train, and manage a team of professional staff (Case Managers, Practicum Students, Program Monitors, Intake Specialists, etc.), providing guidance, support, and performance evaluation.
  • Conduct regular team meetings and one-on-one supervision providing case consultation, professional development, coaching, and addressing operational concerns.
  • Ensure that case managers and all other staff are adhering to program guidelines and delivering services following best practices.
  • Develop and deliver training programs to enhance staff skills and knowledge related to trauma-informed anti-human trafficking services and case management.
  • Administration:

  • Prepare and maintain accurate records, reports, and documentation related to client cases, program performance, and staff activities.
  • Stay current with contractual funding authority compliance, and governmental and licensing guidelines/requirements.
  • Monitor, approve, and guide the use of anti-human trafficking program funds.
  • Ensure compliance with all federal, state, and local regulations governing housing programs and services.
  • Collect and review reports and statistics to ensure accuracy before regular and timely submission.
  • Ensure data quality of client information entered into all required databases.
  • Community Engagement:

  • Foster relationships with community partners, stakeholders, and local agencies to support program objectives and advocate for client needs.
  • Advocate with other agencies on behalf of clients who have been trafficked as needed.
  • Network with other local social service organizations and act as a liaison between The Salvation Army and community entities.

    Minimum Qualifications

    Bachelor's degree in social work or related field and three years of related work experience. A combination of training and experience will be considered. Must have an outgoing personality with good communication skills and an ability to work with diverse cultures. A strong leadership style and good organizational skills are required. Also, must have core competencies in crisis intervention and crisis management. Commitment to carry out The Salvation Army's mission is essential. Knowledge of The Salvation Army and Government, State, and community resources is helpful. Must have reliable transportation, a valid driver's license, and pass TSA MVR check.

    Knowledge & Abilities:

    Knowledge

    • Trauma-Informed Best Practices: Must possess an understanding of how to implement trauma-informed care to individuals who have experienced human trafficking, sexual violence, intimate partner violence, and other related traumas.
    • Case Management Principles: Deep understanding of case management processes, including assessment, planning, implementation, coordination, monitoring, and evaluation of client services.
    • Social Services and Resources: Awareness of community resources, social services, and referral systems to support clients' needs, including housing, healthcare, mental health services, and employment resources.
    • Crisis Intervention: Techniques and strategies for managing and de-escalating crisis situations, including knowledge of emergency response protocols.
    • Cultural Competence: Understanding of diverse populations and the ability to provide culturally sensitive and appropriate services.
    • Data Management: Familiarity with case management software and data collection methods, including how to use data for reporting and improving services.
    • Ethical Standards: Adherence to ethical standards and practices in case management, including confidentiality and professional boundaries.

    Abilities:

    • Problem-solving and Critical Thinking: Skills to address complex client issues, develop effective solutions, and make informed decisions.
    • Communication: Strong verbal and written communication skills to interact with clients, team members, and other stakeholders. This includes the ability to convey complex information clearly and effectively.

    • Empathy and Interpersonal Skills: Ability to build trusting relationships with clients and staff, demonstrating empathy and understanding in interactions.
    • Quality Assurance: Ability to monitor and evaluate the quality of case management and other anti-human trafficking services, ensuring that they meet established standards and continuously improve.

    Physical and Working Conditions

    Must be capable of performing the above essential duties in an office environment to include using a computer, answering phones, etc. Occasionally lifts 20 pounds and sometimes up to 40 pounds. Will occasionally move 50 or more pounds using a dolly/cart/truck. Most work will be indoors in a temperature-controlled environment. However, occasional outdoor travel is required, and it will be hot in the summer and cold in the winter.
