JOB FUNCTIONS AND KEY RESPONSIBILITIES:
Leadership and Supervision Responsibilities
* Lead and direct I/E Technicians by scheduling of assignments, monitoring progress, providing direction, guidance and coaching. Ensuring delivered assignments are completed safely, timely, and correctly. Ensure all paperwork is completed on time and is correct.
* Ensure I/E personnel are trained in, and continually follow all of Targa's policies and procedures, including but not limited to, Safety & Environmental policies, Targa's Code of Conduct, Human Resources Policies, Standard Operating Procedures, Vehicle Maintenance Procedures etc.
* Attend, participate, and lead Safety meetings and ensure all I/E employees attend and participate in all Safety meetings, recognize positive Safety behavior.
* Lead Safety tailgate meetings to set goals and priorities and address any concerns.
* Ensure all Safety training of subordinates is completed in a timely manner and understanding of the content is met and applied in their day-to-day work.
* Direct and manage all I/E personnel's work and schedules including but not limited to, time off requests, Overtime, Call out's etc.
* Responsible for the Safety and well-being of I/E employees, leading by example in all aspects of the job and ensure work is performed safely and accurately.
* Responsible for the oversight for all housekeeping of assigned work areas. Ensure that all of the assets that supervisor is responsible for is well maintained, clean, all safety equipment properly and timely maintained.
* Responsible for the upkeep and safe operation of a company vehicle and ensuring all I/E employees are operating company vehicles safely and keeping up with vehicle maintenance prior to performing any work.
* Interview, select and hire, I/E employees whether for short- or long-term commitments.
* Budget, monitor, and control operating expenses.
* Spend 85% of your time in the field with your technicians ensuring jobs are being performed safely and workforce is trained properly.
* Ensure strong collaboration, and foster strong working relationships with various departments across Targa including but not limited to Operations, Field, Measurement, ES&H, Engineering, Commercial, HR, etc.
* Direct and manage the I/E Maximo work order system and to make sure work orders are being field completed on a timely basis.
* Maintain proper record keeping for the assigned plants for the MIP plan.
* Be able to multi-task when needed

Technical Responsibilities
* Monitor instrument and electrical performance.
* Supervise all preventive and predictive I/E maintenance activities.
* Create HMI graphics, both for local HMI and SCADA.
* Evaluate, troubleshoot, and correct control system wiring for transmitters, switch devices, and PLC output commands to an array of control devices.
* Utilize Wonderware ArchestrA SCADA system, learn to setup and configure derived instances for new systems being brought online.
* Evaluate piping and instrumentation diagrams (P&ID), control panel and junction box diagrams, process flow diagrams and electrical one-lines.
* Direct and oversee configurations and be able to troubleshoot instrumentation to include the following: pressure, temperature, and level instruments.
* Perform configurations and be able to troubleshoot Coriolis flow meters.
* Perform configuration and troubleshooting controls related to variable speed drives (VFD)
* Troubleshoot and correct issues with positive displacement flow meters specifically pulse contacts and optical high-speed pulse devices.
* Flow Computers and remote terminal units (RTU) I/O wiring, configuration, and communications.
* Have an understanding of Trex and Hart 475 communicators.
Procurement related responsibilities
* Foster strong buying practices-order only as needed, checking inventory first
* Review and approve subordinate's Corporate Card statements
* Timely T&E monthly submittals for all
* Receiving on time and with proper documentation
* Before the fact PO's
* Timely Invoice Approvals
Safety Responsibilities
* Be a strong ambassador for the use of Stop Work Authority
* Conduct field reviews, observing ongoing work and reviewing live permits including inspecting tasks requiring Lock Out Tag Out (LOTO) to ensure locks and tags are properly attached and all equipment is at a zero energy state .
* Provide feedback after observations, taking time to stop and address unsafe acts or conditions.
* Attend PSM audits, incident investigations and PHA revalidations offering field experience to ensure action items are correct and closable.
* Follow up on CPA/PSM/RMP Action Items to ensure they are closed before due dates.
* Conduct Stop Work drills by randomly shutting down work for a short period of time and auditing permits and work being performed.
* Inspect perimeter fencing and gates to ensure areas are properly secured.
* Ensure extension cords are being used as temporary wiring and not presenting an additional hazard (trip hazard, ground removed, damaged insulation on wiring, etc.)
* Fire extinguisher checks (check for monthly and annual inspections, replace missing or spent units, seals in place, and extinguisher in place where needed).
* Self-contained Breathing Apparatus (SCBA) inspections where applicable, (bottles with proper pressure, masks in a sealed bag, hoses in good shape).
* Safety shower inspections (showers and eye washes flow properly, no leaks, caps on eye washes, valves open easily, no tripping hazards in the path).
* Inspect signage (Personal Protective Equipment requirements, H2S warnings, emergency numbers posted, confined space, electrical boxes labeled properly, machinery starts automatically signs, storage containers marked, etc.).
* Inspect all portable and stationary ladders, steps, and stairs to look for obvious damage, ensure all scaffold has been inspected and appears to be safe (remove from service if deemed unsafe).
* Ensure all electrical connections and conduit are sealed.
* Check to ensure any block valves under PSVs are locked or sealed open.
* Ensure all out of service equipment is marked as such.
* Look for electrical grounds to be properly installed on equipment as needed and in good condition (good connections, cracked or missing insulation).
* Other duties as assigned
Environmental Responsibilities
* Ensure prompt reporting of any out of compliance condition or environmental concerns at facilities to environmental specialist.
* Ensure proper/open communication between I/E personnel and Environmental.
* Communicate facility changes to Environmental Specialist to ensure proper reporting by Environmental Specialists.
* Ensure waste is being handled properly with assistance from Environmental Specialists.
* Address housekeeping issues as they occur (i.e. remediate small leaks, etc.).
* Review Spill, Prevention, Control, and Countermeasure (SPCC) plan.
* Review assigned CTS tasks and ensure the data is available before closing the task.
* Assist with incident investigations and regulatory communications.
* Keep all records in an accessible location.
* Ensure control devices are not bypassed including unplugging of NOx sensors on engines.
* Other duties as assigned
MINIMUM ESSENTIAL QUALIFICATIONS:
* Minimum High School Diploma or Equivalent.
* Valid driver license required.
* Minimum 5 years of work-related experience.
* Advanced computer skills (Excel, Access, Word) and networking experience.
* Must be able to lift, push, and pull 60 pounds.
* Must be able to work in close quarters, work while kneeling, squatting, sitting, climbing, and standing.
* Follow and adhere to all applicable Personal Protective Equipment (PPE) guidelines (ex: eye protection, footwear, FR).
* The employee is required to stand; walk; use hands to finger, handle or feel; and to reach with hands and arms.
* As facilities are a 24/7 operation, must be able to respond at all hours as needed.
* Interpersonal communication skills are required in order to interface with all affected teams, personnel, and vendors.
* An organized and detail-oriented self-starter with a strong work ethic.
* Ability to work self-sufficiently given direction and resources.
* Well-grounded, preferring to work in a collegial and team environment.
* Ability to think critically, solve problems independently and exercise excellent judgment and common sense.
* Regular and reliable attendance is required.
PREFERRED QUALIFICATIONS:
* Associate's degree (A.A.) or equivalent from two-year college or technical school and/or training is preferred.
* Completion of advanced training, schooling, or certificates.
* Leadership experience, 5yr +, managing equipment and processes listed under job duties in a leadership role.
* Have a solid understanding and application experience with Allen-Bradley programmable logic controllers (PLC) to include the following: Knowledge of IEC-63111-3 programming languages specifically ladder logic, downloading and uploading programs, online edits, and troubleshooting logic.
* Have solid knowledge of electrical theory and controls for low voltage systems.
* Be able to troubleshoot problems related to control systems rated at 120 VAC and less.
* Familiar with NEC code and API code regulations regarding area classification and requirements.
* Ability to train others.
* Able to troubleshoot equipment failures.
