POSITION SUMMARYThe ILS Project Manager works on the FFG program management team supervising integrated logistics support (ILS) aspects of the FFG program. This work includes, but is not limited to, reviewing and analyzing program requirements and information, chairing meetings/devising agendas, preparing proposals, supporting the change and configuration management process and developing briefings and other material necessary to communicate Program Manager guidance and recommendations. The individual is expected to have an ability to read, interpret, and clearly present complex information; interact with customers, partners, and colleagues; listen well; keep the senior leadership team well-informed; and, resolve issues identified by stakeholders. This position will be heavily involved with implementing Condition-Based Maintenance requirements for the FFG program on behalf of the PMO organization, and will provide managerial oversight to this effort in the construction, post-delivery, and sustainment phases. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
- Position will involve regular interaction with all levels of FMM's operations/senior staff, customer's regulatory bodies, and major suppliers.
- Collects and develops data for Engineering Change Proposal (ECP) submission to the customer. Additionally the ILS Project Manager will track and manage ILS aspects across the organization to ensure compliance with the contract.
- Will be the lead advocate and subject matter expert for Reliability, Availability, Maintainability, and Condition-Based Maintenance for the FFG program.
- Support the change and configuration management process.
- Plan and provide Post-Delivery Availability support services and Life-Cycle Support/Sustainment services to the U.S. Navy CONSTELLATION-class frigates.
- Be familiar with the function of a Planning Yard.
- Oversees the preparation of associated reports, charts, and graphs on program, project, or contract status; makes presentations to senior management to keep them apprised.
- Has excellent written and verbal skills to interface with all levels of the organization through the attendance of meetings and written memos.
- Provides guidance to technical/operations staff, coordinating efforts with contracts/subcontracts, cost estimating, corporate accounting and human resource staffs to assess impact of contract change notices, ECPs, etc.
- Maintains/monitors management control requirements for designated contracts, programs, projects and/or tasks. Analyzes and reviews all cost (time, materials, and equipment) information and data to ensure all phases of the statement of work are included.
- Support the assessment of financial impact of project status to budget.
- Assists in preparation of completion of cost estimates (EACs), projections on funding, estimate on margins, and other planned reports.
- Monitors performance to contracts, oversee contract compliance with regard to ILS functions and Condition-Based Maintenance, and supports negotiations with the customer on contract change proposals.
