Under general supervision, systems analysis, engineering, and design techniques are applied to analyze and evaluate business and scientific problems. Provides Top-Tier support services to City System users. Gathers information from users, defines work problems, and develops strategies for resolving issues. SUPERVISION Work will be performed under the general direction and supervision of the Network Operations Manager. Additional guidance is provided through personnel policies, systems procedures manuals, department work practices, Applications Manager and IS Director. Work is reviewed before production through periodic meetings. Performance appraisals and compliance with policies and procedures will be conducted annually. ESSENTIAL FUNCTIONS OF WORK(May not include all duties performed.)
  • Provide technical support and guidance to users to ensure smooth operations.
  • Work with the helpdesk team to identify and implement process improvements.
  • Analyze technical and business problems to find innovative solutions.
  • Evaluate project proposals, gather data, and recommend strategic courses of action.
  • Design, install, test, and modify systems and subsystems to optimize performance.
  • Develop and deliver technical presentations and training materials.
  • Provide on-call support for critical systems 24x7x365.
  • Monitor infrastructure health and generate reports to inform decision-making.
  • Implement and support city-wide systems in collaboration with various departments and vendors.
  • Adhere to information security requirements.
  • Perform system maintenance and updates.
  • Contribute to strategic planning, design, and development of innovative solutions.
  • Manage and configure directory services.
  • Manage and deploy mobile devices securely.
  • Support and configure cloud services.
  • Create and maintain technical documentation.
  • Contribute to the achievement of city and department goals.
  • Align all processes with ITIL standards.
MINIMUM REQUIREMENTS OF WORKQualifications for a Helpdesk Incident Manager:
  • Associate's degree or equivalent in a relevant field.
  • Significant experience in applications portfolio administration or a similar role.
  • Strong analytical, problem-solving, and technical skills.
  • Ability to write clear and concise technical specifications.
  • Willingness to travel for training and conferences.
  • Proficiency with personal computers, open-source software, and Google Apps for Government.
  • Experience in functional development and design for small-to-medium projects.
  • Understanding of local government operations.
  • Flexibility to assist with various city operations.
  • CJIS, PHQ, Full background check.

Employee, Employee plus child(ren), Employee plus spouse and family coverage is available. However, a spouse who has affordable health care coverage through their employer must elect that coverage as primary. The City health care plan is a high deductible healthcare plan.HEALTH SAVINGS ACCOUNTAnnually, the City will deposit 85% of your health insurance deductible amount into an HSA account in your name.VISION AND DENTALThe City pays 100% of the premium for dental and vision. Coverage levels will be explained in further detail at time of hire.LIFE INSURANCEThe City pays 100% of the premium on a $100,000 life insurance policy for employee and $10,000 for spouse and $5,000 for child.RETIREMENT PENSIONThe City contributes 14% monthly toward retirement benefits offered through the Ohio Public Employee Retirement System. The employee pension payment share is 10% of gross salary.VACATIONNew employees accrue two weeks of paid vacation every year.
