Salary: See Position DescriptionLocation : Albemarle, NCJob Type: Full-TimeJob Number: 2000256Department: Social ServicesOpening Date: 10/15/2024Closing Date: ContinuousJob Description An employee in this classification is responsible for the administrative and technical management of the income maintenance programs, child support services, and daycare/employment social work services. The employee provides direction, guidance, and support to the program supervisors, who are in turn responsible for managing the day-to-day functions within the specific area of responsibility. Responsible for overall planning and budgeting for divisional programs and divisional long-range planning; a member of the management team in long-range planning and decision-making for the entire agency. Requires administrative accountability, policy development, and administrative/technical problem-solving. Public contact includes investigating and resolving customer complaints, serving on various community boards, and making presentations; supervision is exercised over several supervisors and subordinates. Starting pay is $60,211 or DOQ Examples of Job Duties Administers and manages all programs in the Income Maintenance Division including Food and Nutrition Services, Work First Family Assistance, Child Care Subsidy, Medicaid, Special Assistance, Medicaid Transportation, and Child Support Services.Exercises a wide variety of responsibilities related to the planning, organization, management, and coordination of activities concerned with the divisional programs.Prepares, participates, and determines corrective action plans for audits, quality control reviews, application monitoring, and management evaluation reviews required by the County and the State.Mentors, develops, and assists supervisors in planning for their units, arranging for necessary training, handling personnel problems, obtaining and communicating necessary information from the administration to employees, developing plans to improve staff efficiency, and understanding changes in policies and procedures. Provides direct supervision to daycare/employment social workers including training, daily support, answering program questions, making case decisions, and keeping current on policy changes.Reviews quality and quantity of subordinate staff members work by analyzing information gathered in conferences with supervisors and staff and review of case records, reports, and statistical data.Makes significant changes in personnel assignments, staffing, business processes, and organizational design to assure that the work of the units is being processed in an efficient manner. Assists the Social Services Director in making and determining necessary budget, equipment, program funding, and personnel requests and presenting program information and the Income Maintenance budget; monitors expenditures.Ensures compliance with county, state, and federal laws, regulations, and policies as well as professional ethics through discussions with supervisors and staff, community professionals, and State officials. Oversees the interviewing of applicants and makes recommendations for hire of new employees to the Social Services Director to ensure that the best qualified applicants are hired.Evaluates performance of supervisors through written and verbal appraisals; counsels' staff regarding performance and grievance policies; issues disciplinary actions including oral and written warnings. Participates in community boards, management team, and community outreach functions.Serves as the Civil Rights Coordinator and Voter Registration trainer.Regularly utilizes NCFAST to oversee, complete, and support eligibility activities.Review and approve timesheets, day sheets, and leave requests; creates, extracts, and reviews multiple reports from multiple data systems to monitor division performance against state and federal goal requirements.Prepares and maintains records, files, reports, and confidentiality.Responds to inquiries from clients and citizens; provides information and assistance.Operates computer, scanner, calculator, and other standard office equipment incident to maintaining records.Additional Job DutiesPerforms related duties as required to potentially include but not limited to emergency shelter operations and caseworker duties during vacancies and high-volume workload periods. Knowledge, Skills, and Abilities Thorough knowledge of the program area(s) of assignment and of the federal, state, and county rules and regulations governing eligibility for assistance under various programs. Thorough knowledge of and ability to read, analyze, interpret, and apply federal, state, and county program rules, regulations, and procedures. Thorough knowledge of eligibility principles, techniques, and practices and their applications to casework.Thorough knowledge of agency and community programs and services. Thorough knowledge of the needs, problems, and attitudes of disadvantaged persons. Thorough knowledge of budgeting and planning processes. Thorough knowledge of agency and community needs assessment techniques and of respective programs and services. Working knowledge of and skill in the use of standard office procedures, practices, a variety of office machines, computers, applicable software, and typing. Considerable knowledge of the principles and techniques of public administration, including personnel administration, budgeting, and management practices. Considerable ability to organize, direct, and plan for Income Maintenance programs. Ability to instruct, organize, and supervise subordinate staff. Ability to establish and maintain effective working relationships with applicants, the Social Services Director, Human Services Board, County officials, and the general public. Ability to plan and evaluate the services of a large, comprehensive eligibility program. Ability to represent the Income Maintenance program in departmental and community meetings.Ability to resolve conflict, provide mediation, and tolerate high-stress situations. Ability to assess complex situations, extract relevant information, and make appropriate decisions. Ability to prepare and maintain accurate records and reports.Ability to attend work regularly. Qualifications Requires two years of supervisory experience at least one of which must have been in an income maintenance or services program, and preferably at least one year of additional experience in an income maintenance program. Also requires graduation from an accredited bachelor's or associate degree program in Human Services Technology, Social Services Associate, Business Administration, or a closely related curriculum; or graduation from high school and two years of paraprofessional, clerical, or other public contact experience, which included negotiating, interviewing, analysis of data and /or performance of mathematical or legal tasks, or an equivalent combination of training and experience.ADDITIONAL REQUIREMENTS: Must have a valid NC driver's license and reliable transportation. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. The County will pay half of the employee's membership.Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.RETIREMENT:Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.NC 401(k) (Supplemental Retirement Plan):Employees can contribute to the Empower 401(k) plan upon hire.
