Employees in this position are responsible for the administrative and technical supervision of staff that support the various divisions within the Department of Social Services. The position could supervise Income Maintenance Caseworkers, Income Maintenance Technicians, Foreign Language Interpreters, etc. The primary purpose of this position is to provide direct daily supervision to the line staff, offer support, motivation, monitoring, evaluations, training, guidance, and team building which allows the unit members to provide quality service to their customers. This is achieved through unit meetings, conferences, staffing, collective or one-on-one training sessions, evaluations, monthly quality assurance to include 100% checking of actions, and the day-to-day answers to questions asked by the caseworkers. Supervisors at this level are primarily involved in organizing and directing the work of subordinate staff and have limited involvement in planning, personnel, and the budget process. Employees may be required to provide direct client services for the more complex cases or during periods of staff shortage.
This position must be human-services oriented and possess the ability to interact positively with customers, line-workers, supervisors, co-workers, and administration. This position must be open to giving and receiving assistance. This position performs other related duties are assigned.
This employee must respond to disasters as needed in accordance with the Cumberland County DSS policy or upon the declaration of a state of emergency by the Cumberland County Emergency Management Office.
Two years of experience as an Income Maintenance Caseworker or Investigator in an Income Maintenance Program; or an equivalent combination of training or experience.
Considerable knowledge of the programs, forms, and documents used in determining eligibility in the program area supervised. Considerable knowledge of use of income maintenance manuals. Considerable knowledge of needs, problems, and attitudes of disadvantaged persons. General knowledge of all income maintenance programs. Good mathematical reasoning and computational skills. General knowledge of all agency programs and services which could affect the client/applicant. Ability to instruct, organize, direct, and supervise lower-level employees performing eligibility duties. Ability to maintain a satisfactory working relationship with applicants, and others contacted within the course of performing work. Ability to communicate effectively with applicants and community agencies to obtain pertinent data and to interpret rules and regulations. Ability to represent the income maintenance staff in departmental meetings and community conferences. Ability to present information orally and in written form. Ability to read, analyze, and interpret a variety of rules, regulations, and procedures of varying complexity.

This position will require assisting in emergency and/or disaster situations.
