Nature of Work

This is an executive level position responsible for directing, planning, organizing, and carrying out the responsibilities of the Office of the Independent Inspector General. The organization and administration of the Office of the Independent Inspector General shall be sufficiently independent to assure that no interference or influence external to the Office adversely affects the independence and objectivity of the Independent Inspector General. A high degree of originality, resourcefulness, initiative, ingenuity, judgment, integrity, technical (computer) competence, as well as managerial knowledge and excellent oral/written communication skills are required to effectively perform the duties required of the position. The position's incumbent reports directly to the City Commission.

Essential Functions

The duties of the position include, but are not limited to: establishing policies for all investigative and audit functions, developing comprehensive annual and long-term audit plans for evaluating administration's performance of its assigned responsibilities, including but not limited to: projects, programs, contracts, procurement processes, etc.; evaluating the effectiveness of city audit functions and accounting systems, as it relates to economic and efficient operation of the City, safeguarding of City assets, reliability of financial records, internal control, and compliance with City charter, code, statutes, policies, procedures, and other guidelines; providing budget and legislative analysis; conducting financial, operational, compliance, single act, and performance audits of city government, officials, and independent agencies; completing reports on audit activities and their results to the City Commission and Administration; reviewing and supervising all audit field work to ensure suitable quality levels; appraising the adequacy of actions taken by operating departments to correct reported deficiencies; ensuring adherence to professional standard of conduct and objectivity in performing audits; including effectively interfacing with all levels of management, commission, the audit committee, while maintaining credibility, objectivity and independence; detecting corruption or fraud in City activities and reporting said fraud to the appropriate law enforcement agencies; reviewing outside employment requests for the Mayor, Commissioners, and appointed officers of the City, as well as providing comments on requests for City employees prior to City Manager approval; performing reviews of financial disclosure forms and gift disclosure forms; coordinating all external audits of the City; developing the budget for the Office of the Independent Inspector General; attending meetings to present Office budget, activity reports, and plans for future development of audit activities; hiring, maintaining, training, and evaluating Office staff necessary to accomplish the mission, goals and objectives of the Office of the Independent Inspector General in an effective and efficient manner; and performing other related duties, as required.

Minimum Requirements

REQUIREMENTS:

Bachelor's degree and a minimum of ten (10) years of experience in any one, or combination of, the following fields:

* as a Federal, State, or local Law Enforcement Officer

* as a Federal or State court judge

* as a Federal, State, or local government attorney

* progressive supervisory experience in an investigative public agency similar to an inspector general's office.

Experience must include broad experience in auditing, accounting, and management, as well as managing and completing complex investigations involving allegations of fraud, theft, deception, and conspiracy. A candidate must have demonstrated ability to work with local, state, and federal law enforcement agencies and the judiciary.

Note: Appointment as the Independent Inspector General shall be subject to City Commission approval and shall be for a term of four (4) years. During the initial and any subsequent term, the Independent Inspector General shall be subject to suspension and/or removal by the City Commission for incompetence, neglect of duty, immorality, drunkenness, failure to obey orders given by proper authority, or for any other just and reasonable cause.

Audit/Academic reports are not accepted as substitutions for college transcripts.

Credential evaluation reports showing the United States equivalency for academic credentials earned in other countries may be provided by:

* An accredited four-year college or university in the United States, OR

* A current member of the National Association of Credential Evaluation Services (NACES), OR

* A current member of the Association of International Credential Evaluators (AICE), OR

* A recognized Professional Organization
