RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.
ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world's premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission.
Background Information:
This full-time position is within the Range Instrumentation Division (RID) of the Atlantic Test Range (ATR) in Patuxent River, Maryland. This position will serve as an ISSO in support of Aircraft Signature & Avionics Measurement (ASAM) Branch and Telemetry Branch projects and programs, including other entities as needed. The ISSO will work in a fast-paced, rewarding technical environment at the forefront of Naval aviation test & evaluation.
Duties and Responsibilities:
- Support the ATR ISSM and the Department of the Navy in applying the Risk Management Framework (RMF) according to the Joint Special Access Program (SAP) Implementation Guide (JSIG)
- The ISSO will have their own boundary of systems to support and all flight test missions associated with that system, including responsibility for the day-to-day security operations of the system. This entails the daily operations and monitoring of the system to include updating the SSP, SCTM, and SOP's as well as managing and controlling changes to the system and assessing security impacts as changes occur.
- Represent ATR with customer programs and their associated security office counterparts
- Advises Government representatives on security-related policies and procedures, including those derived from and associated with special access program policies and procedures

Educational, Experience, and Skill Requirements:
- Must have a BS Degree in a Computer Science, Computer Programming, Cybersecurity, or Engineering discipline from an accredited college or university
- Must have a minimum of three (3) years of work experience performing the stated or similar function
- In lieu of a BS Degree, a High School diploma or equivalent GED and a total of nine (9) years of work experience performing the stated or similar function, or an Associate's Degree and a total of seven (7) years of work experience performing the stated or similar function may be accepted as a minimum requirement
- Must meet and maintain educational, training, and certification requirements in compliance with applicable Department of Defense (DoD) / Department of Navy (DoN) Cybersecurity Workforce policy (currently DoD 8570.01-M/8140.01/SECNAV 5239.2.
- Prior experience performing system administration duties is a major benefit
- Prior experience performing duties as an ISSO or ISSM within a classified program environment is highly desired
- Familiarity with Joint Special Access Program (SAP) Implementation Guide (JSIG) policy, procedures, and program implementation is highly desired
- Familiar with NIST SP 800-53 and CNSSI 1253 standards documents
- Prior experience operating and communicating in classified environments is highly desired (e.g. SIPRNET, JWICS)
- MS Office proficiency is required
- Must possess a valid driver's license and successfully pass Drug Screening
Security Clearance:
- Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
- Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance
Work Conditions: Conditions will vary. Most work is performed in enclosed buildings, but some outside work may be required. Work will include sitting, standing, walking, lifting and reaching. Applicant should be capable of lifting 50-100 lbs. assisted by other employees. Vision abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus.
