Core Responsibilities:

The OCFS Information Services Manager position is responsible for planning, managing, coordinating, and implementing technology and information services in support of OCFS practice and policy. This position is the OCFS lead for all OCFS legacy information systems, the implementation of any new information system or services, and the development and management of future technology. This position resolves matters regarding end users, program goals, and needed services, set priorities for funding consideration, actively manages contracts and deliverables, and participates as a member of the leadership team engaging in statewide policy development and decision making. This position is responsible for coordinating with the State's Office of Information Technology and Federal partners in the implementation of technical solutions to meet program goals, writing state plans for technology grants, and serving as the lead for all OCFS technology services and projects. This position is responsible for approving, monitoring, and managing the OCFS Information Services Units direct services, contracted services, and budgets. Facilitation and coordination to ensure effective service delivery and processes to impacted individuals, agencies, and service providers is a key responsibility. This position is responsible for staff hiring decisions and resource management of a team of 30+ Department and contracted staff.

Responsibilities:

1. Significant experience in data systems for client services (case management/coordination, in particular) and data analytics.

2. Prior knowledge of DHHS rules and procedures regarding case management, child protective services, and childcare services.

3. Demonstrated knowledge of the State of Maine information technology services.

4. Demonstrated ability to establish and maintain effective, collaborative working relationships with other state officials, private organizations, consumers and families.

5. A demonstrated ability to manage and motivate employees.

6. Experience with developing policy and procedures, and with providing training.

7. Sound judgment and decision-making skills.

Minimum Qualifications:

To qualify for this position, you must have an eight (8) year combination of education and/or professional experience in social services or project management. Previous direct supervision and/or child welfare experience is preferred.
