Job Description:

This enables us to effectively serve the needs of our members and help them succeed.Lead the IT architecture, infrastructure, application and information management functions to deliver effective, efficient and sustainable technology solutions across the Bank.Accountabilities:Responsibilities/Duties/Function/Tasks:
  • Develop a deep understanding of the Bank's business and the goals of the business units. Be proactive in developing strategic relationships with the business to define opportunities to use technology as an enabler for the growth of the Bank. Rapidly absorb the nuances of the business and the technology systems in order to establish credibility with all levels of the organization.
  • Translate the business technology vision into a technology strategy that moves the Bank toward a comprehensive, integrated enterprise architecture.
  • Ensure that technology solutions being delivered continuously align with the changing needs and growth of the business while adhering to the Bank's established standards for controls and service delivery.
  • Recruit, develop, reward and energize a competent, effective team of technology experts.
  • Support the development of an annual budget for technology and ensure the budget complies with the business objectives and guidelines.
  • Actively participate and present on various committees within the Bank and the FHLBank system including the Operations and Technology Committee; Project Management Committee; Operational Risk and Compliance Committee; Business Operations and Technology Committee of the Bank's Board of Directors and the FHLBank System Technology Subcommittee.
  • Enhance the capabilities of the Data Warehouse (i.e. the “Hub”) through the implementation of innovative technology solutions as well as utilizing Business Intelligence and Analytics.
  • Work proactively and collaboratively across the FHLBank system and with external peers and vendors to identify relevant emerging issues and trends, and provide strategic vision and insight into future needs and recommendations regarding how technology can meet the constantly evolving needs of the business.
  • Actively manage risk through active participation in audits and examinations and ensure timely remediation of any findings.
  • Lead the development and implementation of technology policies and procedures based on business, regulatory, legislative and internal control needs.
  • Perform other duties as assigned.
Qualifications:
  • Bachelor's degree in Computer Science or related field; advanced degree preferred
  • Extensive experience as a leader within an IT organization and in information technology, within a financial services institution
  • Outstanding leadership and motivational skills
  • Outstanding communication, influencing and presentation skills
  • Ability to collaborate, build and maintain strong relationships with business staff, vendors, auditors and regulators
  • Experience in the development, deployment and support of technology solutions
  • Experience with making build vs. buy and outsourcing decisions for significant technology initiatives
  • Knowledge and experience with Information Security and Business Continuity
  • Ability to listen, understand and manage the expectations of the business people
  • Ability to continuously improve the quality of service being delivered while at the same time controlling the cost of service
  • Experience in the creation and implementation of the IT strategic vision and plan
  • Ability to respond to change in a fast-paced environment and ability to strike a balance between the strategic and tactical priorities of the business with the technology organization's ability to deliver solutions that benefit an organization
  • Experience in structuring, managing and implementing multiple projects through to a successful conclusion
  • Experience in preparing and presenting business cases that provide the necessary financial and business metrics that will enable senior management to make informed decisions regarding investing in technology solutions
Compensation Range:Annual Salary: $159,363.00 - $178,111.00This salary range represents the Bank's good faith and reasonable estimate of possible compensation at the time of hire. Offer to be determined by selected applicant's education, experience, knowledge, skills & abilities, as well as internal equity and alignment with market data. This role is also eligible to participate in the Bank's annual incentive plan. As part of our competitive Total Rewards package, the Bank offers 11 paid holidays, 5 weeks of PTO and a work culture that values work/life balance. Most roles are eligible for our hybrid work schedule of 3 days per week in office, 2 days per week work-from-home. We match 100% of the first 6% you contribute to your 401(k), and provide an additional 4% non-discretionary contribution to your 401(k) at the end of year.
