DescriptionIntroductionTurlock Irrigation District is currently looking for qualified candidates to assume the role of IT EMS Engineer I, II, or Senior and become a valuable member of our IT Energy Management System team. Join our team and you will play a crucial role in the implementation and maintenance of Turlock Irrigation District's Energy Management System and other real-time applications. Your efforts will contribute to the efficient, safe and dependable delivery of water and electric services to the communities we serve.Desired Candidate Attributes:Candidates with prior experience in configuring and administrating an electric utility energy management system.Candidates with prior experience programing in C and Python languages as well as database administration.Candidates with experience in building and maintaining human machine interfaces.Candidates who can effectively communicate complex issues, both verbally and in writing, to technical and non-technical staff.Experience with Automatic Generation Control systems and Real time Contingency Analysis Programs is highly desirable.JOB SUMMARYUnder general direction from the Water and Energy Management Systems Manager, to design, develop, enhance, integrate and support the real-time computing systems software and hardware, power system applications and database administration to contribute to the safe, reliable and economical operation of the District's generation, transmission and distribution operation facilities. Provide project management, consulting, technical support and training to users of real-time and near real-time computing systems.DISTINGUISHING CHARACTERISTICSIT Energy Management Systems Engineer I is the entry-level class in the IT Energy Management Systems (EMS) Engineer series. IT EMS Engineers in this class are normally assigned to work on projects under the guidance of more experienced IT EMS Engineers. Positions assigned to this class will generally perform more routine maintenance tasks. This position will typically exercise less independent action and decision making.IT Energy Management Systems Engineer II is the professional-level class in the IT EMS Engineer series. The IT EMS Engineer II is expected to perform duties associated with all prior position levels as necessary. Positions assigned to this classification are distinguished from the IT EMS Engineer I by having demonstrated greater individual responsibility for projects with less direct supervision. They will exhibit a proven record of accomplishment showing project management skills and/or successfully completed projects in which they lead or participated in a leadership role in their functional area. Solid project management skills are a necessity, as is an understanding of the various roles of project team members. IT EMS Engineers in this class are also expected to participate in the mentoring and development of other IT Services staff in real-time system design and development and relevant topics. In addition, positions assigned to this class have responsibility for software and associated hardware procurements and IT planning, development and design.Senior IT Energy Management Systems Engineeris the advanced professional class in the IT EMS Engineer series. The Senior IT EMS Engineer is expected to perform duties associated with all prior position levels as necessary. Positions assigned to this classification are distinguished from the previous classifications by performance of more complex system design and managing large projects by effectively utilizing their greater experience with minimal direct supervision. They will exhibit a proven record of accomplishment showing project management skills and/or successfully completed projects in which they participated in a leadership role, and a thorough understanding of the various roles of project team members. They will also have demonstrated a high degree of participation in the mentoring and development of other IT Services staff. Also, in some cases, these individuals may assume a leadership role and direct the work of other IT staff per project management duties.Examples of DutiesDUTIES AND RESPONSIBILITIESConfigure, analyze, administer and troubleshoot real-time applications/programs.Assist vendor and other personnel in hardware and software upgrades to the real-time energy management system software as needed.Development and implementation of supplemental applications to support changing market requirements and needs.Responsible for development, operation and maintenance of operating systems software, network and/or configuration management and database activities for real-time computer systems. To support the safe, reliable and efficient operation of the District's real-time systems.Development and maintenance of applications/programs for energy management, outage management, control area applications, power system scheduling, monitoring, control, accounting and analysis of the District's generation, transmission, distribution operations and water operations facilities to meet set requirements and safe operating procedures.Assists in implementation/modifications of remote terminal units, real-time computer operating systems, department networks, databases, archival systems, real-time workstations and data links between District systems and other utilities for data exchange. To support the efficient and secure operations of District real-time operating system infrastructure and inter-utility data exchange.Ensuring the District's adherence to regulatory obligations including coordination with security compliance subject matter experts.Subject matter expert for appropriate regulatory compliance standards.Provide maintenance and support for existing real-time computer systems by performing scheduled, routine activities.Perform other related duties as required or assigned by supervisor.Provide 24/7 on-call support as assigned.Comply with and enforce all District rules, regulations, policies and procedures.Typical QualificationsQUALIFICATIONSAny combination of experience and training that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be:EducationMinimum of a Bachelor's Degree, typically with a major or minor in computer information systems, computer science, engineering or related field.ExperienceIT Energy Management Systems Engineer INone required. Any relevant experience in computer systems maintenance and management; database administration; support of computer systems operations; assisting staff in support of real-time systems development for energy management systems.IT Energy Management Systems Engineer IIUsually exhibited by a person withthree (3) or more years of experience at the IT EMS Engineer level in relationship to computer systems maintenance and management; database administration; support of computer systems operations; assisting staff in support of real-time systems development for energy management systems.Senior IT Energy Management Systems EngineerUsually exhibited by a person with six (6) or more years of experience at the IT EMS Engineer level in relationship to computer systems maintenance and management; database administration; support of computer systems operations; assisting staff in support of real-time systems development for energy management systems.Skills and AbilitiesInterpersonal and Communications. Knowledge of: operation and care of general-purpose computer equipment and principles of project management.
