MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE the open-competitive minimum qualifications for this position. The qualifications are: • a bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science; OR • a bachelor's or higher-level degree in any field and at least one year of the experience in information technology; OR • a minimum of 60 college semester credit hours including at least 15 credit hours in computer science and one year of the experience in information technology; OR • Two years of the experience in information technology. PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1. COMPETITIVE MINIMUM QUALIFICATIONS: Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 2. Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. Duties Description The New York State Education Department's (NYSED) Office of Performance Improvement and Management Services is seeking candidates for an Information Technology Specialist 2 position in the Office of Information Technology Services (ITS). This Office provides technology support to over 2,800 NYSED staff through the ITS Help Desk/Training Unit in the Automation Support Center, which provides end-user microcomputer services. Duties of this position include, but are not limited to, the following: • Provide phone, email, ticket and in person assistance to ITS Help Desk customers for NYSED standard software and hardware, network issues, and information security incidents; • Work effectively with NYSED staff to analyze complex technical hardware, software, and network problems, and devise solutions that meet customers' needs; • Develop comprehensive IT solutions based on in-depth knowledge and experience specific to how NYSED technologies works together; • Create beginner and advanced level training courses for NYSED supported software and present them virtually and/or in person in a formal classroom setting; • Create written instructions, handouts, and course materials to explain features of hardware and software; • Create and maintain Help Desk and Training web pages; • Research features of new and existing software; • Utilize Microsoft Endpoint Configuration Manager and Microsoft Active Directory for troubleshooting; • Collaborate and communicate effectively, both verbally and in writing, with ITS staff and program office staff; and • Document IT issues and fixes using appropriate ITS procedures and practices. Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees' negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office. This position requires occasional off-shift night and weekend work. This position leads to a maximum salary of $82,656 based on annual performance advances.
