NYS HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). Duties Description Under the direction of an Information Technology Specialist 4, SG-25, within the Dedicated Support division, Sector C Bureau, Sector C Section, the Information Technology Specialist 2 Programming, SG-18, will participate in the design, development, testing, and implementation of ColdFusion and .NET applications. This position supports Civil Service Examination applications such as the Eligible List Management System, Reduction-in-Force, Selective Certification, and others. The specific duties include, but are not limited to the following: - Perform application development that utilizes programming languages and skills/technologies such as C#.NET, MVC, XML, ColdFusion, SQL as well as content management systems. - Analyze and document existing systems and processes. - Create functional specs based on business requirements. - Evaluate requirements of information systems and design applications by applying analysis and design techniques. - Develop detailed unit test and system test plans to ascertain if the new system adheres to the business rules. - Remediate any bugs or problems that occur. - Perform any additional assignments given by management as requested. Additional Comments Some positions may require fingerprinting. For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
