We protect and secure Congress so it can fulfill its constitutional and legislative responsibilities in a safe, secure and open environment.Responsibilities This position is located in the Office of FinancialManagement (OFM), Office of Chief Administrative Officer (OCAO), U.S. CapitolPolice (USCP).Serves as the lead ITanalyst in the implementation of the Invoice Processing Platform (IPP) system.Performs quality assurance activities for the enterprise data. Providestechnical advice and assistance in implementing necessary change/configuration,management, verification and validation of data. Develops system documentationand certification of OFM information systems. Analyzes existing applicationdesign, interfaces, transaction processes and validates data integrity,security and availability. Modifies existing interfaces to meet businessneeds.Designs and builds newapplication and database interfaces to share data with other applications anddatabases. Provides recommendations to resolve system implementation andmaintenance issues and for policy decisions that involve replacing existingcritical financial management and accounting systems with new systems andcapabilities such as asset management and payroll interface. Provides guidance, advice, and presentations to theDirector, Office of Financial Management, and other executive level managersconcerning system modifications and enhancements. Determines appropriatetechnical methods for implementing financial management transactions. Plans andcoordinates the development of data structures and access strategies inalignment with business and mission requirements. Leads projects to develop andimplement new data management designs.Develops logical data models to be translated intoworkable physical database designs. Selects modeling methodologies and tools.Generates models that are capable of accommodating new and unanticipatedbusiness requirements and processes. Verifies model integrity and maintains andrevises existing models. Anticipates changes in business requirements; ensuresthat data models are capable of responding to changing requirements; and adaptsmodeling tools and approaches to meet the unique requirements of the assignment.Recommends priority areas of emphasis for improvement of current systems.Travel required: 0 No Travel RequiredSupervisory status: FalsePromotion potential: 11RequirementsYou must be a U.S. citizen.Successful completion of a background investigation is required.Must complete a one-year probationary period.QualificationsIn order to qualify, you must meet the education and/or experience requirements described below.For the CP-11 level you must have one year (52 weeks)of specialized experience equivalent to at least the CP-10/GS-12 level which isin or directly related to the line of work of the position to be filled andwhich has equipped the applicant with the particular knowledge, skills, andabilities to successfully perform the duties of the position.. There are few automatic grounds for rejection in the USCP background investigation process. Issues of misconduct, such as illegal drug use, arrests, or convictions, may not be automatically disqualifying. However, deliberate misstatements, omissions, or intentionally withholding required information at any phase of the hiring process will result in a candidate's disqualification regardless of the nature or reason for the misstatement or omission. The primary reason candidates fail a background investigation is due to deliberately withholding or omitting material facts.
