DescriptionANALYGENCE has an immediate opportunity for an IW Telephony Requirements Analyst to provide support to NAVIFOR (Naval Information Forces) in Suffolk, VA. This position will provide specific subject matter expertise to address shortfalls, gaps, and solutions regarding end-of life issues in the Navy's base telephony infrastructure. The scope of effort will focus on modernization base inside/ outside plant telephony equipment which ensures users can maintain voice communications using technologies such as Multi Media Gateways and the provided transport.In this role, you will provide coordination, situational awareness, requirement validation, development of programmatic documentation, doctrine writing support, consultation on planning impacts and/or consultation an operations and maintenance perspective. You will be responsible to assist in identifying IW telephony requirements and technical proficiency gaps through a combination of site surveys and technical analysis, and will assist the Government in technical matters related to program analysis and execution.
- Position is responsible to identify, assess, and report on existing telecommunications infrastructure through onsite inspections. Assessments will include all landline, buried, and aerial cabling, as well as switches, connectors, gateways, and all components and sub-components of the Navy's telephony network, to potentially include power and bandwidth capacities and related ancillary systems unless precluded by safety requirements or restrictions or general prudence.
- In this role you will determine the function, location, and condition of potential service and system infrastructure (e.g., verifying presence of dial tone at BCO and building demarcations, inspecting customer-owned telephones and verifying proper operation, etc.). This will include, but is not limited to, defective cable locations, water intrusion, air pressurization issues, unsealed manhole opening, and cable degradation.
- Responsibilities include using advanced knowledge to analyze both hardware and software system failures and other unusual system occurrences to isolate the source of the problem and determine failure causes as well as completing tests and document testing and service results:
- Provide cable testing and fault location via the appropriate test standard by loss, noise, or continuity for all existing cable plant
- Provide labor to support the cable plant and customer requirement for underground, buried or aerial cables. You will be expected to remove water, ventilate, and comply-with all industry safety regulations pertaining to entering and working within manholes. When requested by the COR, you will be responsible to survey and provide the Government a cost estimate to provide material to support the underground, buried or aerial cable as required.
- Interact/talk with all Base Communications Office (BCO) service providers and have a working knowledge of on-site phone equipment and systems.
- Make use of the hardware, software, and routine test functions to troubleshoot circuit and wire issues as well as make elementary programming recommendations to the BCO private branch exchange equipment and/or systems in use by BCO or its
- Assist in identifying plans for dispatch of appropriate repair personnel on reported problems dealing with circuits, switches, and cable plants.
- Provide recommendations for replacement and installation of cable or house wire, including fiber or other high-bandwidth media, to all telephone sets along with terminating equipment such as jacks, wire, pin outs and the standards as put forth by the Telecommunication Industry Association or other modern, evolving industry standards. Possess working knowledge of fiber installation, termination and testing.
- Advise regarding the construction or renovation of existing buildings, which require new or upgraded telephone services/equipment.
- Log, Update, and diagram inventory of telecommunications
- Based on assessments of on-site telecommunications sites, you will be responsible to provide strategic advisements and recommendations to NAVIFOR N8, as follows:
- In response to the Department of Defense's growing need for a mobile, agile, global workforce that can operate from anywhere, with enhanced workforce productivity and continuity of operations, you will identify through projected cost models and timelines for implementation, potential considerations for modernization efforts designed to reduce the footprint of telephony infrastructure and equipment.
- With an understanding of industry advancements, you will provide recommendations to deliver telephony solutions that enhance cross-tenant collaboration and communications and allow for complete audio conferencing capabilities that inc1ude dialing into meetings, dialing out directly from a meeting and making/receiving commercial calls. Potential considerations include adoption of the cross-cloud calling to be streamlined through online collaboration tool.
Requirements
- Minimum 5 years working experience including performing the following tasks: researches, develops, designs, tests, and evaluates electrical components, equipment, and systems, applying principles and techniques of Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications, concepts and technology.
- Bachelor's Degree in related area of electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management.
- Additionally, communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses.
- Working experience must include design and installation of telecommunications networks for a geographical area.
- Must have the ability to research, gather data, assemble and analyze facts, draw conclusions, and develop solutions.
- Must possess the ability to effectively collaborate and build teams with a heavy focus on relations and communications with key stakeholders.
- Excellent written and verbal communication skills.
- Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
