INMATE CREW LEADER - PUBLIC WORKS/STREETS DEPARTMENT

CITY OF GALLATIN

PURPOSE OF POSITION:

The purpose of this position is to supervise, transport, pick up, drop off, maintain public safety and security, and assign work to unpaid inmate labor provided by Sumner County (not supervised by Sumner County).

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

1. Supervises the work performed by inmate labor (including but not limited to):

* Picking up litter on the side of City roads and other City owned property.

* Painting walls, handrails, applying stains, sweeping, floor stripping, mopping floors, shampooing carpets, window washing, mowing, mulching, pulling weeds, cutting down tree limbs, trimming shrubs, planting seeds, flowers or flower bulbs, shrubs

and trees; custodial work in City buildings.

* Picking up trash after public events, set up and tear down of tables, chairs, and tents for public events.

* Moving furniture from departments to storage and vice versa, shoveling rock, sand, mulch, or snow, setting up for annual auction, loading and unloading furniture and equipment.

2. Perform other related tasks as required and cross-train to cover other department positions when necessary.

3. Regular and predictable attendance.

4. Ability to work in a cooperative manner with others.

5. Other duties as assigned.

MINIMUM QUALIFICATIONS:

* High School Diploma/GED.

* Prior experience in maintenance or custodial work preferred but not required, prior experience in security, law enforcement or corrections work preferred but not required.

* Must meet the minimum standards required by T.C.A. 41-4-144.

* Must not have been convicted of or pleaded guilty to or entered a plea of nolo contendere to any felony charge or to any violation of any federal or state laws or City ordinances relating to force, violence, theft, dishonesty, gambling, or controlled

substances. CJIS Certification will be required. Given the sensitivity of the position, successful candidates must successfully pass background checks, and maintain finger prints on file.

* Must have a valid driver's license.

KNOWLEDGE, SKILLS AND ABILITIES:

* Knowledge of the contractual obligations of the City with regards to utilizing inmate labor.

* Ability to provide direction and supervision at all times.

* Ability to insure work crews observe safe work practices at all times.

* Ability to protect the public's safety through proper supervision of a small group in open spaces, buildings, etc.

* Ability to handle emergencies.

* Knowledge of blood borne pathogen regulations.

* Ability to write reports, accident reports, read labels on paints and stains, etc.

* Ability to safely transport inmates by bus or van.

* Ability to use communications equipment

* Knowledge of the occupational hazards involved and the safety precautions necessary.

* Mechanical aptitude.

* Skill in making repairs and adjustments to equipment.

* Ability to make decisions to accomplish specific tasks and operations within the scope of the position.

* Ability to interact with the public effectively, professionally and politely, and with discretion.

* Ability to effectively communicate with and establish and maintain an effective working relationship with department staff and other personnel.

* Ability to understand and effectively carry out written and oral instructions.

* Organizational and time management skills needed to meet deadlines.

* Must have ability to work accurately with attention to detail.

* Ability to maintain confidentiality.

PHYSICAL REQUIREMENTS:

This is medium work requiring the exertion of up to 75 pounds of force occasionally, up to 50 pounds of force frequently, and a negligible amount of force constantly to move objects. Physical activities include climbing, balancing, stooping, standing, walking, pushing, pulling, lifting, reaching, fingering, grasping, and repetitive motions. Also includes the necessity to communicate by talking, hearing/listening. Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus, for operation of machines and equipment, determination accuracy and thoroughness of work, and observation of general surroundings.

WORK ENVIRONMENT:

The employee is subject to inside and outside environmental conditions including, extreme cold, extreme heat, noise, vibration, hazards, atmospheric conditions, dust/dirt, grease/oils, paint fumes, moving parts of machinery and extreme weather conditions but hot and cold. Work is generally outdoors.
