Salary: $85,508.00 - $111,987.00 AnnuallyLocation : North Charleston, SCJob Type: Full-TimeJob Number: BI209716Department: Building InspectOpening Date: 09/23/2024DescriptionDescription: This position will manages and coordinates the Inspections Division for the Building Inspection Services Department, provide technical support, and serve as primary manager for all fire related issues as the assistant fire marshal to the Building Official. Preference may be given to those with more than one certification or a combination of experience and education, experience as a plan reviewer or code inspector, PE (Professional Engineer), or AIA (Architect).Salary Range: HIRING SALARY RANGE: $85,508 - $111,987 (Estimated Annual Salary)OPEN UNTIL FILLED - APPLICATION REVIEW BEGINS IMMEDIATELY Duties and ResponsibilitiesPlan, direct, and manage the inspections division: Building Inspections, Code Enforcement activities, other functions include fire inspection, fire plan reviews, and fire investigations. Point of contact for all County's fire districts/ marshals. This person will perform various administrative, technical, and managerial tasks related to the enforcement of construction and development-related codes, ordinances, applicable county, state, and federal fire codes, rules, and regulations. Review the construction of buildings to protect citizens' life, health, and welfare and the enforcement of related laws and regulations. Manage the daily operations of inspection processes for compliance with adopted policies and procedures. Recommend operational guidelines, policy, and procedure modification necessary to ensure the department's smooth operation as it relates to inspections. Develop and prepare narrative and statistical progress reports daily, weekly, and monthly as necessary to determine the department's operation for accountability of the inspectors. Ensure proper workflow and efficiency in inspections and provide technical assistance to contractors, builders, architects, engineers, and owners to coordinate their construction projects to ensure compliance with federal, state, and local regulations. Meet on-site and in the office prior, during, and after construction to address code compliance, provide technical assistance as needed, and coordinate with inspectors to ensure proper enforcement of the specialized codes. Investigate complaints generated for a resolution that may include court time when necessary, resulting in possible restitution, fines and/or imprisonment for violations of Federal, state, and local regulation, law, and ordinances related to division managed and other duties as assigned by the direct. Directly report to the department director. Minimum QualificationsMinimum Education - Bachelor's Degree required. Masters Preferred. Successful candidate must have or obtain SCBCC certifications in residential and commercial plan review or inspections or building official registration, SC Registered State Fire Marshal, the Certified Floodplain Manager designation within one year and NIMS (National Incident Management System) certifications 100, 200, 300, 700, and 800 within one year of employment. Preferred surveyor, EIT or PE license.Minimum Qualifications - Five (5) or more years' of experience in construction code management and enforcement, leadership to include knowledge of building and construction principles and practices, building code and ordinances, State and Federal laws pertaining to construction and licensing or any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work is acceptable. Five (5) or more years in the office environment working/ public administration, and three (3) or more years in floodplain plan review and/or a civil engineering environment. Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work could be considered. Must possess or obtain a SC driver's license. Knowledge, Skills and AbilitiesThis position involves considerable contact with the public and other departments within Charleston County as well as other agencies outside of the County. Interested candidates must have excellent communication skills and be able to deal with all individuals in a professional and courteous manner at all times. Other duties include but are not limited to general office support to include telephone inquiries, support of other positions and departments, and research and documentation. Must have the ability to perform a wide variety of duties with speed and accuracy in a busy office and field environment. Applicant must be sensitive to the highest level of needs of the public and must be able to handle confidential information with discretion. Applicants should have excellent Microsoft Office Suite (or comparable) skills (Word, Excel, etc.) along with the ability to work independently with minimal supervision and possess excellent decision-making skills. Knowledge of FEMA programs, grants, the NFIP regulations, Building Codes, Local, State and Federal requirements, principles and practices of civil engineering terminology is essential.You must possess or obtain SCBCC certifications in residential and commercial plan review or inspections, Certified Floodplain Manager, SC Registered State Fire Marshal and pass the NIMS (National Incident Management System) 100 & 700 tests within the six month probationary period and then obtain certification as a multi-discipline plan reviewer or inspector also within one year of employment. Must have the ability to effectively utilize personal computers and software such as Microsoft Word, Excel, Outlook, and other job related software. Must communicate effectively in oral and written form.
