DESCRIPTION Under the general supervision of the Civil Construction Supervisor, this position is responsible for ensuring compliance with construction guidelines, conducting re-inspections, monitoring repair work, and providing information to the public. EXAMPLES OF DUTIES
- Comply with all written City policies and procedures.
- Adhere to assigned work schedule as outlined in City and department attendance policies and procedure.
- Conduct inspections of street, sidewalk, and gutter repairs made by contracted service providers; inspect replacement of pavement, sidewalks, gutters, grass, trees, or other landscaping materials; inspect contractor construction zones to ensure correct placement of traffic control devices and construction work zone signs to protect citizens from personal/property damage.
- Respond to requests for code interpretation and application from contractors and property owners. Review proposed building and plot plans for compliance with applicable building codes and ordinances.
- Perform on-site building inspections for safety, code, and ordinance compliance with building, electrical, plumbing, mechanical, zoning, erosion, and sign code requirements.
- Observe construction activity and advise contractors of potential safety concerns. Address concerns raised by contractors and the public. Mediate construction standard differences between contractors to resolve conflicts. Provide technical assistance to building contractors, developers, and homeowners.
- Conduct walk-through inspections of new subdivisions for problems involving storm drains, street pavement, tree clearance, sign locations, and erosion problems; conduct annual re-inspections to verify existence of no new problems before expiration of warranty.
- Coordinate and monitor repair/replacement work when required. Determine amount of pavement, sidewalk, or landscaping that should be replaced by contractor, verifies all necessary repair/replacement of damaged surfaces/areas, coordinate fixes with contractor according to City specifications in a timely manner and without expense to the city.
- Enforce erosion control ordinance by inspecting job sites to ensure erosion control installations meet all City, TCEQ and EPA guidelines.
- Provide information, guidelines, laws and regulations to residents, other City departments, or other individuals regarding construction zones, permits, or other information; respond to questions/complaints, research problems, and initiate problem resolution.
- Provide input on proposed plans as part of the Development Review Committee (DRC). Research, review, and interpret applicable building trade codes and ordinances.
- Review construction plans and written job instructions. Assist in cross training building inspectors in trade codes and ordinances.
- Receive various forms, reports, correspondence, invoices, permit applications, construction plans, architectural drawings, maps, ordinances, policies, procedures, manuals, reference materials, or other documentation; review, complete, process, forward or retain as appropriate.
- Operate a motor vehicle, digital camera, personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, email, Internet, or other computer programs.
- Complete Public Works Inspections prior to certificate of occupancy issuance for new dwelling or businesses.
- Perform maintenance activities and attend various meetings as required by supervisor.
- Perform any other related duties as required or assigned.
ADDITIONAL RESPONSIBILITIES WHEN ASSIGNED TO ENGINEERING (CIP)
- Perform inspection work to ensure compliance of utility construction projects conducted in City right-of-way areas with applicable regulations, specifications, and other guidelines.
- Develop, review, and/or coordinate plans, specifications, cost estimates and contracts for multiple capital improvement projects including roadway, utility, parks, and facilities in a timely manner based on design standards, construction details, and specifications to meet established standards and engineering practices.
- Perform construction management responsibilities for capital improvement projects roadway, utility, parks, and facilities to attain timely completion within the allotted project budget constraints and project controls.
- Inspect work performed by utility and franchise utility contractors in City right-of-way areas to ensure compliance with applicable laws, regulations, and construction specifications. Employees in this classification perform field inspection work. Position is responsible for issuing utility and right-of-way permits, conducting inspections of construction work in City right-of-way including underground and overhead utilities,
- Serve as the City's primary point of contact for franchise utility construction.
- Organize and conduct preconstruction meetings prior to major right-of-way construction. Confer with the supervisor and other departmental professionals and comprises various forms of written documentation in acquiring information for accurately performing essential functions such as civil engineering drawings, final plats, standard construction specifications and zoning maps.
- Develop and update design manuals and construction specifications within their specified discipline.
- Perform field work in relation to franchise utility construction to verify grades, pavement and locations for water, sanitary sewer, and stormwater lines.
- Review permit applications and issues permits to franchise utility contractors as appropriate.
- Manage and develop professional service and construction contracts including contract negotiation, review, execution, tracking and invoicing.
- Respond to after-hours calls for emergency situations involving permitted contractors.
TYPICAL QUALIFICATIONS High school or GED plus 5 years related experience and/or training, and 1 to 6 months related management experience, or equivalent combination of education and experience with Texas Department of Transportation Standard Specifications for Construction, Standard Specifications for County's Construction procedure manuals, codes/laws/ regulations, publications and reference texts, etc.Basic knowledge in Alphanumeric Data Entry, Spreadsheet, Word Processing/TypingMust possess a valid Class C license when hired.Must pass a pre-employment drug screen, criminal background check, and MVR check.PREFERRED EDUCATION AND EXPERINCEOne year of college/trade school related to drafting, surveying, utility construction, or related technical curriculum.Five years' experience related to at least one of the following: drafting, surveying, utility construction, or construction technology.Four years public infrastructure inspection experience with related water and wastewater licensingA curriculum in Civil or Environmental Engineering or Engineering TechnologyCertified Public Infrastructure Inspector license and/or water and wastewater licensing.Bilingual in Spanish and EnglishCertified Public Infrastructure Inspector Certification (CPII), when assigned to Capital ImprovementPlumbing License or Electrical License when assigned to the Building Division.
