This position is responsible for reviewing plans, approving construction documents, and issuing permits; may perform investigations in response to fires or public complaints; and may also assist staff with inspections issues and answer questions. Mecklenburg County is currently seeking candidates with a Building and/or Electrical background to fill a Dual Trade Building/Plumbing or Electrical Mechanical inspection position vacancies on our team, however, other trade experience will be considered as well. The positions require State certification in two primary trade fields (B/P or E/M) but also requires additional certification in two trade fields (all 4 - B,E,M,P with level I standard certification minimums) to provide backup to meet overall team goals. Classification level & pay determination based upon education and experience.Who will I be working with?Inspectors on the Residential Inspection Team will be working with Contractors, Engineers, Architects, Owners, and other Agencies on most Residential projects within Mecklenburg County. This position also works alongside of 40 other inspectors across all trades to provide Code Enforcement on these projects. Additionally, this position coordinates compliance issues with plan review staff. Interactions will be in person or via phone, e-mail, or text.What Will I Be Doing?Perform the most complex field inspections and enters results, defect codes, and notes on residential projects to ensure compliance with all applicable codesIssue notices of violations, including stop work orders and follows-up to ensure issue has been addressedInvestigate complaints about potential code violations and conducts research on inspection history as neededMeet with architects, engineers, contractors, town planners and other individuals throughout the course of the design and construction of projectsPrepare and analyze inspection reports to include collecting data and writing reportsProvide advice to design professionals, town planners, homeowners, the public and contractors regarding code compliance, applicable procedures, and other related issuesServe on committees, task forces, and other teams as requestedMake sure that customer solutions, practices, and procedures are carried out and achieve their objectivesComplete assigned inspections to meet the customer's scheduleMay assist fire personnel at emergency incidentsMore about the role:Clear, concise communication, good customer service skills, and project management ability in a team-based environment is a must. Ability to work in an electronic format to include construction drawings, specifications, data entry and tracking is needed.MINIMUM QUALIFICATIONSExperience:Inspector I - Minimum of one year of inspection experience or three years in a construction trade.Inspector II - Minimum of two years of inspection experience or four years in a construction trade.Inspector III - Minimum of three years of inspection experience or five years in a construction trade.Education:Inspector I - High School Diploma or equivalent and one year of specialized or technical training.Inspector II - High School Diploma or equivalent and one year of specialized training or technical training.Inspector III - Associates degree in related fieldCombination of relevant education and relevant experience accepted? YesLicenses and Certifications (based on the area of expertise):Inspector I - Ability to obtain Level I Inspector Certification in one trade (Building, Electrical, Mechanical, or Plumbing) through NC Department of Insurance within 1 year of hire.Inspector II - Ability to obtain Level I Inspector Certification in two trades (Building, Electrical, Mechanical, or Plumbing) or Level II Certification in one trade through NC Department of Insurance within 1 year of hire.Inspector III - Ability to obtain Level III Level I Inspector Certification in one trade (Building, Electrical, Mechanical, or Plumbing) or through NC Department of Insurance within 1 year of hire or Level I Certification in four trades ((Building, Electrical, Mechanical, or Plumbing) within 2 years of hire.PREFERRED QUALIFICATIONS:Standard Level III Certificate or Pre-Qualification for Probationary Level III Certificate in Building, Electrical, Mechanical, or Plumbing obtained from the NC Department of Insurance Code Officials Qualifications Board.Bachelor's degree in Construction, Engineering, Planning, or related field.KNOWLEDGE, SKILLS AND ABILITIESKnowledge of:All applicable building, electrical, plumbing, mechanical, fire, zoning and related codes;Applicable rules, laws and regulations;Practices and procedures related to code violations;Customer service principles;Inspection procedures;Computers and applicable software applications.Skills in:Using a tablet computer and applicable software applications.Interpreting laws and regulations;Performing inspections;Reading and interpreting plans and designs;Providing customer service.Abilities:Collaboration: Working effectively and cooperatively with others; establishing and maintaining good working relationshipsCommunication: Clearly conveying information and ideas through a variety of media to individuals or groups in a manner that engages the audience and helps them understand and retain the information providedCustomer Focus: Ensuring that the customer perspective is a driving force behind business decisions and activities; crafting and implementing service practices that meet customers' and own organization's needsManaging Work: Effectively managing one's time and resources to ensure that work is completed efficientlyTechnical/Professional Knowledge and Skills: Having achieved a satisfactory level of technical and professional skill or knowledge in position-related areas; keeping up with current developments and trends in areas of expertiseWORK ENVIRONMENTWorks in outdoors exposed to weather conditions.REASONABLE ACCOMMODATIONS STATEMENTTo accomplish this job successfully, an individual must be able to perform, with or without reasonable accommodation, each essential function satisfactorily.
