Duties
This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), Gulf of Mexico (GOM) OCS Region (GOMR), District Field Operations/New Orleans District/Production Operations Inspection Unit B, Jefferson, LA
At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:
1. Serves as the lead in training and in making recommendations for inspectors. Assists other inspectors as needed on complex inspection issues.
2. Conducts inspections of production measurement/verification, pipeline, site security activities and operations to ensure compliance with all BSEE and environmental regulations. This includes facilities with known safety and environmental problems or hazards, such as those which contain H2S and sulphur.
3. Maintains facilities compliance with safety and environmental requirements for production operations that include new/advanced systems and issues that regularly arise.
4. Orders the shut-in of facilities, operations or parts of operations which pose an immediate threat to personnel, property, or the environment.
5. Prepares incidents of noncompliance issued, ensuring they are properly prepared, complete, and properly references the National Potential Item of Non-Compliance (PINC) List.
6. Completes BSEE Form 1832 and clearly explains violations and enforcement actions to operators.
The Bureau of Safety and Environmental Enforcement has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.
This position is included in a bargaining unit. The American Federation of Government Employees (AFGE), Local 3457, is the exclusive representative of all employees in this bargaining unit.
Salary Information:
GS-12 Step 1 $100,495 - Step 10 $130,640 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
Physical Requirements: Occasional walking, bending, stooping, and climbing tall ladders during inspection of offshore oil and gas facilities. Helicopter, marine vessel, and automobile travel is required. As defined by the BSEE medical standards program, you will be required to pass a pre-employment medical examination as a condition of employment.
Work Environment: Scheduled and unscheduled offshore overnight stays, as well as weekend duty assignments may be required by this position. Weekend duty assignments are required by the position and are scheduled throughout the year.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience:
To qualify for the GS-12 you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Conducts inspections of production measurement/verification, pipeline, site security activities and operations to ensure compliance with all BSEE and environmental regulations.
2. Reviews permits, modifications, and new technologies with District Engineers and the Supervisory Inspector to develop strategies for inspections.
3. Prepares and issues Incidents of Noncompliance, properly reference the National Potential of Indicators of Non-Compliance (PINC) List, complete BSEE Form 1832, and clearly explain violations and enforcement actions to operators.
