POSITION SUMMARY: We have an exciting opportunity to join our team as a Director-Conflict of Interest. In this role, the successful candidate has responsibility for oversight of the Business and Research COI Program to ensure compliance with federal regulations and institutional policies. This unit provides timely identification and critical analysis of potential conflicts of interest arising out of the business of NYU Langone Health (NYU Langone), including clinical and research activities, related to the outside interests and activities of faculty and other personnel. The Director works with faculty and other personnel to ensure that potential conflicts are reviewed and submitted for evaluation by NYU Langones conflict committees in accordance with NYU Langone policy and applicable laws and regulations. This position also ensures that appropriate COI management plans are developed, including input from faculty, staff and other NYU Langone offices as appropriate, and regularly monitored. The position works regularly with the Technology Opportunities Ventures Office (TOV), the Office of Science & Research (OSR), and attorneys in the Office of General Counsel. In addition, the Director supervises two individuals dedicated to the Conflict of Interest Management Unit.

JOB RESPONSIBILITIES:

  • Demonstrates knowledge of NYU Langone's conflict policies and laws and regulations related to conflicts and incorporates them into the performance of duties, serving as the subject matter expert on all COI matters and leading all training initiatives.

  • Provides and documents timely identification and critical analysis of conflict issues arising from NYU Langone business activities, including clinical and research activities, related contractual matters, regulatory compliance, and the annual/research disclosures processes.

  • Monitors related regulatory updates and industry leading practices; updates COI policies, procedures and guidelines to reflect leading practices; and coordinates training and education for COI policies.

  • Works with TOV, OSR, and the Office of General Counsel to proactively address conflict matters arising out of technology licensing, sponsored research and clinical trials.

  • Prepares and presents significant conflict matters for review and evaluation by NYU Langone's senior administration and conflict committees, including preparation of COI Management Plans as appropriate.

  • Advises on NYU Langone's conflict of interest policies and procedures related to conflict evaluations, management, and compliance with applicable regulations.

  • Assesses and improves the efficiency of conflicts processes and matters at NYU Langone, including on matters related to NYU Langone's COI policies, procedures, supporting technology(ies), communications, and training.

  • Partners with Information Technology and oversees and manages the upgrades of the COI system, and integration between the annual and research conflict of interest disclosure process.

  • Supervises the Conflict of Interest Analysts to ensure the timely development and monitoring of conflict management plans as well as processes to address non-compliance.

  • Develops standardized metrics and reports of research and business COI activities.

  • Advises faculty members concerning the CMS Open Payments review and dispute process and oversees NYU Langone's review and dispute process.

  • Submits financial conflict of interest reports to the federal government when applicable.

  • Performs other related duties as assigned.

MINIMUM QUALIFICATIONS: To qualify you must have a Bachelor's degree. 5 years relevant work experience addressing conflicts of interest and applying regulations for an academic medical center, or the equivalent experience in a related area of hospital or research administration. Strong academic background. Proven excellent analytical, oral and written communication (including presentation), advising and project management skills. Demonstrated judgment and discretion. Ability to understand, apply, and communicate complicated policies and laws and regulations at all levels with NYU Langone while maintaining high level of confidentiality. Ability to work independently and to make decisions on projects without additional oversight. Ability to successfully collaborate with individuals at various levels throughout NYU Langone to elicit needed information, discuss sensitive information, and develop workable solutions to meet applicable policies and protect NYU Langone and its core missions. Ability to work closely with members of senior NYU Langone and departmental leadership. Demonstrated ability to achieve results in a fast paced, deadline driven environment with multiple priorities and stakeholders.

PREFERRED QUALIFICATIONS: Masters Degree in the biological sciences, public health, or business; or J.D. Extensive knowledge and understanding of regulations and laws related to financial interests in research, as well as corporate and industrial relationships that raise potential conflicts of interest and ethical considerations in the performance of medicine and/or the conduct of research. Experience with software for financial interest reporting, IRB and/or pre-award grants and award management or similar software in a university or academic medical center environment.
