Job Summary
This position will operate as an Insurance Manager and is located in the Captive Insurance Agency ( the Captive ), which is overseen by the Office of Risk Management (ORM) in the Executive Office of the Mayor. Specific services provided by the Captive include reviewing insurance policies and certificates of insurance for compliance, supporting agencies with insurance inquiries, insuring qualifying District health centers for medical malpractice, procuring insurance on behalf of the District government, and providing DC government agencies with letters of self-insurance.
This position functions as Insurance Manager, responsible for assisting the Insurance Program Administrator with administering and directing insurance programs, including overseeing the overall day-to-day management of the Captive, its budget, operation, and handling of claims.
Duties and Responsibilities
Assists the Insurance Program Administrator in managing the Captive, including procedures for operations, claims adjustments, dispute resolution, and coverage for health centers. Develops risk management standards, auditing procedures, and strategic plans to enhance processes, address emerging risks, and measure program performance.
Conducts research on evolving insurance requirements, legislation, and risks, proposing actionable solutions. Oversees special projects, analyzes reports, and communicates insurance policies and practices to stakeholders.
Supervises a team of analysts, managing performance, training, and workloads to ensure efficient operations and high customer service standards.
Provides guidance to agencies on insurance policies and risk management. Reviews contracts for compliance, assesses risk factors, and monitors emerging risks. Collaborates with agencies to establish insurance requirements, negotiate actions, and recommend alternatives to mitigate risks effectively.
Qualifications and Education
Specialized experience is experience that is directly related to the line of work of the position and has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable the incumbent must possess at least one (1) year of specialized experience equivalent to the next lowest grade level in the normal line of progression.
Specialized experience includes managing complex insurance programs, including claims handling, budgeting, and compliance auditing, as well as developing risk management standards, strategic plans, and improved business processes. Candidates must demonstrate expertise in analyzing reports, conducting comprehensive research, and effectively communicating policies and recommendations to stakeholders.
It is strongly recommended that candidates have at least four (4) years of experience in insurance or risk management, ideally with a municipality similar to the District of Columbia. Supervisory experience in fields such as legal, finance, insurance, public or business administration, or risk management is also preferred.

Work is typically performed in an office setting but may occasionally involve investigative activity outside of an office setting, including walking through buildings and onto construction sites.

Duration of Appointment: Management Supervisory Service (MSS), At-Will . All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability - Security Sensitive.
