This position works to support the efforts of the KDADS by advancing integration practices, referral systems, and data-sharing between primary care and behavioral health care providers. This position is responsible for synthesizing the information gathered from quality reviews of the CCBHC program as it relates to integrated care, using that information to identify opportunities for better integration, and collaborating with the Quality Assurance and CCBHC teams to address the identified needs. The incumbent will be responsible for oversight of grant funds and allocations, data collection and reporting, programmatic planning and implementation, and identifying training and development opportunities as the work relates to the grant.Job Responsibilities may include but are not limited to the following:CollaborationBuild and maintain relationships with the Association of Community Mental Health Centers (ACMHCK), Community Mental Health Centers (CMHCs)/Certified Community Behavioral Health Clinics (CCBHCs) contacts, and primary care organizations to successfully integrate primary care need identification and referral to services within behavioral health provider organizations.In coordination with the CCBHC and QA Teams, makes detailed recommendations to the CCBHC Program Manager, Quality Assurance Manager, and Director of Quality and Innovation regarding policy and regulatory reforms needed to successfully integrate care in Kansas.Program Planning & ImplementationWith the assistance of, and in partnership with, the ACMCHK, CMHCs, KDADS and KDHE staff, develop a program for integration of primary care screening, monitoring, and referral to services within the CCBHC system. The programs may be in the form of implementing evidence-based practices or evidence-based tools in order to identify primary care concerns within individuals served. These programs will provide CMCHs the tools to improve timely access to services, plan and implement enhanced primary care monitoring within centers, and expand the scope of evidence-based practice treatment and recovery services. This role will work with the Business Analyst to expand data reporting and utilization of data across care modalities within the State.Advise and provide technical expertise to the CCBHC Program Manager regarding changes in program implementation as a result of inclusion in the SAMHSA PIPBHC: States and PIPBHC grants. Ensure consistency in messaging regarding the integration of services; including, consistency between the FQHC and CMHC roles between the two grants, communication regarding expectations of each provider network in integrated care, and state-wide stakeholder messaging with MCOs and other provider networks regarding integrated care efforts.If regulatory or policy changes are identified, work with the Policy and Regulations Specialist to ensure BHS commission participation in the regulation drafting process.Training and DevelopmentIn cooperation with the ACMHCK and the CCBHC team, provide guidance on conducting a community needs assessment that includes physical health concerns. Document the process of community needs assessments with successes, challenges, gaps, and lessons learned in order to develop best practices for consideration. Collaborate with Wichita State and the CCBHC Technical Assistant Specialists to develop training plans and knowledge development of KDADS programming to the CMHC/CCBHC system as it relates to integrated care. Develop tools to evaluate the effectiveness of trainings provided to center staff, KDADS staff, or other staff as needed.Represents KDADS on calls involving the integration of care across Kansas.Intra-state LearningThe incumbent will work within BHS, KDADS as a whole, and in collaboration with partnered state agencies (KDHE, KDCF, KDOC, etc.) to expand knowledge about the programs within BHS and how those programs interact with the CCBHC program and other community programs run by other agencies. Through this work, the role will look at developing out a sustainability plan for integrated care services across Kansas utilizing all agencies connected as part of Kansas safety net of clinics; including, but not limited to, MCOs, PRTFs, State Hospital Systems, FQHCs, RHCs, Health Departments, etc.Other:Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.QualificationsMinimum Requirement:* Bachelor's Degree in Behavioral or Social Sciences or any degree related to human services* Experience managing projects from start to finish* Experience in developing, implementing, and/or evaluating programs* Leadership experience in a position that requires knowledge of state agency relations, state policies, and prevention and treatment services in Kansas* Extensive knowledge of and experience with issues surrounding behavioral health services and social services* Two years of experience working with public health entities* Federal, State, and Local grant planning, implementation, and management experience* Strong communication skills* Travel Required (up to 20%)Preferred:* Experience working with and/or in Community Mental Health Centers or Certified Community Behavioral Health Clinics* Experience interacting with public health, social service professionals, administrators, and state officialsRecruiter Contact InformationKDADS - Human Resources Recruiter503 S.
