Job Description:

The Intelligence Analyst - Counterterrorism supports the Maryland Coordination and Analysis Center Anti-Terrorism Division by identifying, creating and sharing relevant and actionable intelligence and information, through assessments, bulletins, briefings, and/or investigative support focused on terrorism threats from foreign-based actors, threat groups, or state-sponsored entities. The analyst's role will primarily focus on analytic and liaison/outreach activities, with research, analysis and reporting on criminal and terrorism related vulnerabilities, risks, and threats to the State of Maryland. The analyst provides predictive or contextual analysis based on relevant local, regional, national or international intelligence information, trends or activities as they relate specifically to public safety, government, and private sector businesses, agencies or groups. The analyst will provide briefings and reports for multi-disciplined agencies in both public and private sectors regarding CT and will collaborate with the same in creating multi-agency reports that are relevant to law enforcement and homeland security practitioners in Maryland.

Due to the nature of the work, applicant will be required to pass a criminal background check and obtain a government-issued Security Clearance.

Responsibilities:

Analytic Activities - The MCAC Counterterrorism (CT) Intelligence Analyst will:

* Review, organize, and analyze all CT activity to identify and maintain awareness of current and emerging CT groups, ideologies, events, and movements active in Maryland and surrounding jurisdictions.

* Identify and maintain awareness of current and emerging tactics, techniques, and procedures associated with foreign-based actors including common targets, recruitment methods, fundraising, transnational repression, etc.

* Develop products and briefings that communicate the threat(s) posed by foreign-based threats to the State of Maryland.

* Develop products and briefings for public safety and critical infrastructure customers highlighting potential indicators of CT activity to encourage reporting of suspicious activity

* Collaborate with public safety agencies focused on hate/bias reporting to determine potential links between hate/bias incidents and foreign-based or influenced extremist activity

* Contribute to quarterly and annual assessments relaying the threats, vulnerabilities, consequences, and overall risk originating from foreign-based extremist activities and organizations.

* Coordinates with all other MCAC units and divisions and external partners to develop tactical and strategic intelligence products

* Conduct research using open and sensitive sources to identify potential foreign-based or foreign-directed terrorism threat actor(s) and organizations present in Maryland

* Prepare graphs, charts, maps and other illustrative products for visual presentation of data to customers

* Identify and research intelligence needs/trends/patterns related Customer needs.

Liaison/Outreach Activities - The MCAC CT Intelligence Analyst will:

* Establish trusted relationships with appropriate federal, state, local, and non-governmental entities to facilitate information sharing necessary to support MCAC's CT analysis.

* Provide analysis and insight to senior public safety officials and other policymakers related to issues of terrorism and violent extremism prevention.

* Provide insight and information to support appropriate federal, state, local, and non-governmental entities in the evaluation and development of CT prevention activities and initiatives.

* Collaborate with appropriate federal, state, local, and non-governmental entities to develop CT-specific key intelligence questions (KIQs) and standing information needs (SINs) for the State of Maryland.

* Partner with other state, local and federal government agency outreach, liaison and investigative, liaison, outreach and training programs

* Develop briefing and outreach materials supporting the mutual sharing of information and to include Suspicious Activity Reporting (SAR).

Continuing Education, Training and Conferences

* Attend contemporary and continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft and analytical systems and procedures.

* Participate in and/or lead conference sessions related to CT

Other duties as assigned

* When needed provide functional support to partner agencies during an activation to provide a liaison between the MCAC and other state agencies in an event, incident, disaster, or exercise

Required Knowledge, Skills and Abilities

Knowledge of classified and open source research and data analysis methods and techniques

Ability to collect, assemble, analyze, and evaluate evidence, statistics, and other pertinent information to draw logical conclusions in order to effectively solve crimes. Experience working with Arc GIS Mapping, Pen Link or i2 analytical software

Familiarity with statistical analysis using Microsoft Excel or SSPS software

Experience working with Microsoft Office products (Word, Excel, Access, PowerPoint)

Ability to communicate effectively orally and in writing to a wide range and number of audiences

Experience working with federal, state and local law enforcement databases

Ability to work extended hours as necessary.

Knowledge of the Intelligence Cycle and Criminal Investigations

Knowledge in the collection, analyzing, and dissemination of criminal intelligence information

Ability to research a voluminous amount of databases to identify trends or patterns

Ability to prepare graphs, charts, tables, maps, and other illustrative devices from collected data or visual presentations

Ability to effectively communicate both in oral and written form

Ability to understand and follow directives, instructions, and standard operating procedures

Due to the nature of work, analyst may be required to pass a drug screening test and must possess or obtain a government-issued security clearance and pass a criminal background check.

Required Education and Experience

Education: Baccalaureate degree or higher in sociology, psychology, criminal justice, law enforcement, business/public administration or a closely related field.

Experience: Four years criminal, terrorism or critical infrastructure analysis, investigative, law enforcement (sworn or civilian), or military

Preferred Education and Experience

Education: Master's degree or higher in intelligence, communications, sociology, psychology, criminal justice, law enforcement, business/public administration or closely related field.

Experience: Five years experience in conducting outreach, liaison, training, analysis and reporting that supports critical infrastructure and key resources security and protection.
