Duties

This Intelligence Operations Specialist position is located in the Field Intelligence Division (FID), Intelligence and Analysis (I&A), Operations Security, Transportation Security Administration (TSA), Department of Homeland Security (DHS). This position is to serve as an Intelligence Operations Specialist responsible for monitoring and analyzing open source, operational information, and all-source intelligence with the goal of conducting consistent and impactful two-way, all-mode transportation security threat intelligence and information sharing between government and private sector critical infrastructure partners. The incumbent serves as Intelligence Requirements Analyst for the Intelligence Requirements and Reporting Branch (IRPB) within Intelligence and Analysis (I&A). Duties include but are not limited to:

* Serves as one of the primary action officers to assisting with coordinating EDI activity, planning, and documentation to attain program goals, including some policy and intelligence oversight, some limited privacy oversight, training, budgeting/resources, scheduling and milestones, operational and performance metrics, compliance, records management, reporting, planning, logistics, and communications. Supports the development and advocates for additional resources requirements as needed for the program.

* Develops, plans, and advocates to I&A leadership for technology requirements and updates. Operates within the intelligence community analytic standards, including Intelligence Community Directive (ICD) 203/206 compliance. Collaborates with section staff to adequately address diverse, complex issues, evolving threats, and predicts potential trends to identify problems impacting the transportation industry.

* Plans for and leads the EDI staff use of and direct training as needed for technology collaboration tools. Such as INTELINK suite of tools; JWICS (C-LAN, TINMAN, etc.), HSDN and unclassified systems (HSIN, etc.); Intelligence Community (IC) Information Technology Equipment (ITE), IC Spaces; and open-source tools to promote government-industry information sharing across unclassified, Secret and Top-Secret (TS)/Sensitive Compartmented Information (SCI) domains.

* Provides administrative oversight to technological collaboration tools access and tracks unexpected developments that are encountered and recommends changes in strategy to accomplish internal and external tasks in support of stakeholder needs.

* Develops and implements processes establishing a highly collaborative work organization for the sharing of transportation security related intelligence and threat information, while protecting privacy, civil liberties, and civil rights.

* The incumbent performs under the limited direction of a manger, project/program manager. Team leader, or more experienced technical specialist with work reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV -I (GS-13) in the Federal service. Specialized Experience MUST include all the following:

* Applying intelligence analysis tools and technical requirements to support the development of on-going requirements and intelligence budget planning; and

* Experience with Federal contract process to include, but not limited to drafting statements of work, cost estimate development, performing and documenting market research, and administering the Government Purchase card process; and

* Experience serving as an intelligence analyst, or senior intelligence analyst applying technical experience in intelligence collection, analysis, evaluation, interpretation, and operations to develop future requirement plans and practices.

Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
