SummaryThis position is the Intelligence Officer (Cyber) assigned to the Field Intelligence Directorate (FID), Office of Intelligence and Analysis (I&A), U.S. Department of Homeland Security (DHS) in one of ten geographic regions.The primary purpose of this position is to support fusion centers, state, local, tribal, territorial, and private sector partners (SLTTP) and DHS Components at the Multi-State Information Sharing and analysis Center (MS-ISAC).Non-BU: This is a non-bargaining unit position.This job is open to

Clarification from the agencyCurrent DHS Headquarters (HQ) employees only. You must submit an SF-50 that shows you currently work for DHS HQ.DutiesAs a Intelligence Operations Specialist, GS-0132-14, your typical work assignments may include:
  • Applies expertise in homeland cyber security matters and couples it with expertise in analytic and information sharing tradecraft and execution. Maintains situational awareness of all homeland security threats in area of responsibility and guides actions to develop recommendations to leadership. Advises and provides consultation on intelligence information and the dissemination of multi-source intelligence and other finished intelligence products.
  • Provides intelligence support to I&A Officers, fusion centers other state, local, tribal, territorial (SLTT) and private sector (PS) partners, DHS Components and other members of the Intelligence Community (IC). Creates, enables and facilitates trusted partnerships and two-way flow of timely, accurate, actionable homeland cyber security information between these partners and across the Homeland Security, Intelligence and Law Enforcement communities.
  • Prepares and presents high level briefings related to cyber security threats. Researches and determines or recommends appropriate actions or interpretation of issues impacting the cyber security domain though the production of regional perspectives.
  • Contributes to cyber analytic products, including joint analytic production with federal and SLTT partners on a variety of Homeland Security topics. Assists fusion centers and SLTT partners with the development of analytical production plans and products on Homeland Cyber Security topics.
  • Serves as a cyber security subject matter expert on DHS field-based finished analytic production and intelligence operations. May include analytic tradecraft product review and Executive Review coordination.
  • Conducts and oversees complex multi-source intelligence activities, focusing on the integration of local cyber security information into national IC priority frameworks. Establishes cyber security intelligence production and information sharing goals and objectives within their assigned geographic area and completes tasks to accomplish goals with minimal supervision.

QualificationsSpecialized ExperienceYou qualify for the GS-14 grade level if you possess the specialized experience equivalent to the GS-13 grade level in Federal service or equivalent private/public sector experience.For this position, specialized experience is defined as:
  • Supporting ongoing or emerging substantive intelligence collection and dissemination activities in any established specialty area.
  • Conducting a variety of complex assignments within his/her area of responsibility and conducting and directing in-depth research and analysis in support of homeland security.
  • Experience working with public and private sector partners to create and information-sharing environment for the purposes of bi-directional information sharing.
  • Collecting and analyzing information of intelligence value to identify trends, patterns, and indicators of threats to homeland security.
