I. POSITION FUNCTION SUMMARY:
Under the general supervision of the County Manager the Interment Supervisor is responsible for working with Interment Specialist, and families/survivors to develop and honorable burial service at the Taos County Veterans Cemetery. Supervisor duties include individual responsibilities and leading team members by organizing work and providing mentoring and technical advice. The Interment Supervisor leads assigned team members and participates in performing facilities, grounds, and equipment maintenance tasks, and equipment operation.

II. ESSENTIAL FUNCTIONS, DUTIES, AND RESPONSIBILITIES:
The following statements are essential functions of this position and not intended to be all-inclusive; rather, they are intended to describe the general nature and level of work to be performed. Job Duties:
* Acts as the primary Cemetery Representative in all matters pertaining to the Cemetery including but not limited to providing inventory and cemetery space utilization and assists families and survivors with eligibility requirements.
* Inspects grounds daily to plan and schedule ground maintenance activities and to ensure the cemetery is in compliance with all local, state, and federal regulations.
* Establishes and revises overall work plans, priorities and procedures, and monitors progress through meetings and consultations.
* Creates and reviews records and reports on progress of projects; completes project performance reports of staff assigned; develops and establishes all preventative maintenance programs; develops and maintains a budget for all field operations; conducts inspections of all cemetery properties; functions as project lead worker.
* Develops action plans for minor construction projects and facility repairs; establishes project timelines and determines workforce materials and equipment requirements.
* Schedules daily, weekly, monthly, and seasonal preventative and regular maintenance work schedules for cemetery grounds and equipment.
* Develops and implements training programs following NCA Standards.
* Ensures that veterans and their families are honored with commemorative memorials that represent the state's appreciation of their service and sacrifices made while serving the US Armed Forces.
* Ensures accurate insignia and proper alignment and placement of insignia on gravesite.
* Evaluates and makes recommendations and reports about ongoing procedures to ensure maximum efficiency.
* Prepares graves and locates grave site locations according to section, lot, and plot numbers, and marks area to be excavated; Opens preinstalled grave crypts using appropriate equipment, lowering remains in assigned gravesites, and backfilling with dirt using a backhoe as needed.
* Through daily inspection, ensures buildings and grounds are presentable, orderly and are maintained to the National Cemetery Administration (NCA) Shrine standards.
* Orders, receives, and completes inspections of headstones for accuracy and damage. May process returns of damaged or inaccurate headstones.
* Ensures grounds appearance and safety is maintained at all times by utilizing the facility's tools, equipment, and vehicles.
* Identifies equipment needs for each assigned project and operates maintenance equipment such as excavator, dump trucks, backhoes, front loaders, skid steers with attachments, snow removal equipment, and power tools.
* Implements maintenance and grounds schedules, including applications of chemicals and fungicides to control weeds, exterminate pests and prevent diseases.
* Maintains and protects agency assets by performing regular preventative maintenance and repairs on machines, equipment, and facilities.
* Follows federal requirements and procedures for headstones/markers/niche covers (e.g., setting, maintenance, inspection, and disposal).
* Observes safety rules and ensures compliance with the operating procedures of federal, state, and local regulations, including Occupational Safety and Health Administration regulations.
* Completes gravesite preparation and accountability procedures (e.g., gravesite maps, slips, assignments, and interment records).
* Performs complex maintenance tasks related to the overall maintenance of cemetery grounds, office, and maintenance facilities.
* Begins work on time as scheduled and ensures compliance with project deadlines and quality control.
* Performs all tasks related to ground maintenance, headstones, markers, and niche covers; such tasks are, but not limited to, expansion of existing graves, filling sunken graves, renovation of burial sections, verification of existing maps/drawings for accuracy, development of new maps/drawings as needed, development of work orders, monument installation procedures, safety procedures, data collection procedures, cemetery best practices, standards, and measures.
Supervisory Duties and Responsibilities:
* Will coordinate, implement, and monitor the daily activity of a working shift for Interment Specialist' functions, operating procedures, administrative functions, and personnel management.
* Supervises programs, facilitates public affairs, and outreach activities, and fulfills reporting responsibilities for cemetery operations.
* Directs staff in general projects related to repair and maintenance or sprinkling systems, foliage control, pest control, etc., assigns details to maintain grounds and environment; performs and directs the monitoring of facility environmental systems, such as heating, ventilation, plumbing, electrical, etc.
* Verifies with staff for accuracy of work and immediately reports and/or rectifies and potentially negative situations.
* Initiates recruitment activities to fill position vacancies; participates in the selection process and makes recommendations on hiring and firing.
* Reviews subordinate performance: determines efficiency and effectiveness of the worker and makes decisions affecting personnel status, such as retention, promotion, and discipline;
* Secures and conducts training in maintenance policies, procedures, and processes; oversees the maintenance of staff payroll records. Shall be directly responsible for the proper training, or delegation of training, of newly hired employees and familiarizing them with required expectations and processes/procedures associated with the Taos County Veterans Cemetery.
* Responsible for supervising, monitoring, and coordinating the daily shift work assignments, activities, and general operations of the Taos County Veteran's Cemetery.
* Shall provide guidance and direction to subordinate employees and provide employees with assistance in handling difficult or complex problems or in resolving escalated complaints or disputes.
* Promotes and encourages teamwork, collaboration, innovation, and commitment to continuous improvement through effective leadership skills and practices, to develop a team of engaged employees committed to achieving individual, team, and organizational goals and objectives.
* Manages and supervises the employees in the work unit, providing needed and appropriate support to each direct report in compliance with applicable laws and regulations, and with Taos County's policies, guidelines, work rules, and procedures.
* Upholds and enforces all Taos County policies protocols, work rules and SOPs, to ensure compliance with applicable laws, regulations, and applicable standards.
* Collaborates with direct reports to identify their professional developmental needs; and actively invests time in coaching and developing them and providing other resources to help them to grow and develop skills and knowledge, and to improve performance and productivity.
* Promptly addresses performance, conduct and/or behavior problems collaboratively with direct reports, to correct problems; properly documenting corrective action, performance improvement plans, and disciplinary actions in a timely manner and following Taos County policy, and the principles of positive progressive corrective action/discipline.
* Ensures a safe working environment, and ensures compliance with applicable OSHA and other laws, regulations, and work rules concerning environmental safety and health by employees.
* Schedules, organizes, and prioritizes projects, assigns work tasks to team members, procures required materials, files work orders, and maintains written or electronic records of projects.
* Conducts weekly and as-needed team meetings to update members on best practices and work expectations, to establish work goals and objectives, to delegate tasks and set deadlines, and to address other issues or team needs.
* Monitors team performance based on such metrics as work quality, adherence to time schedules and safe work practices; reports on performance metrics director monthly or as needed to provide feedback and input into performance reviews.
Administrative Duties:
* Utilizes computer and custom software to enter data related to purchase orders and accounts payable; may review departmental expenditures to assure compliance with established policies and procedures; assists with the development of the annual budget; prepares periodic reports.
* Ensures that records regarding preventative maintenance on office equipment, service requests (sent and completed), expenditures, work-in-progress, etc., are prepared timely and accurately, and organized/maintained in accordance with Taos County and other program standards.
* Complies with the Taos County procurement regulations and procedures.
* Responsible for the entering of employee's hours per Taos County guidelines in the payroll system.
* Acts upon approving/ disapproving leave requests for Interment Specialist'.
* Conducts all business in accordance with Taos County policies and procedures, state, and federal laws, e.g., OSHA, ADA, etc.; interprets and explains for department staff.

IV. POSITION SPECIFICATIONS:
Fair Labor Standards Act Provisions:
This position is non-exempt under the provisions of the Fair Labor Standards Act and is subject to the organization's policies and procedures pertaining to overtime hours.
Independence of Action; Supervision Received:
The Interment Supervisor works under the general supervision of the County Manager. Employee works alone on routine work and checks in with County Manager only when in doubt. Production generally precedes a check on the quality control. Establishes methods and procedures are clearly established, and general instructions provided.
Supervision Exercised:
The Interment Supervisor is responsible for own work and has supervisory authority and responsibility over Interment Specialist.' The Interment Supervisor work includes overseeing the work of the departments employees by prioritizing projects, assigned work tasks, using equipment, maintaining records, monitoring work quality and work schedules, ensuring team safety, training employees and providing performance feedback.
Coordination and Cooperation with Internal and External Parties:
Internal:
Responds to requests for information from the County Manager; and works with other County staff on issues and special projects that may have a moderate impact on the provision of Taos County's programs and services.
External:
Employee has an above normal amount of independent contact with external parties. Under direction of the County Manager, may work with external vendors, applicants, agencies, and others to provide accurate services.
V. POSITION AUTHORITIES AND ACCOUNTABILITIES:
General:
Position has low level of line responsibility and moderate authority to make independent decisions over an assigned function. A person in this position regularly takes responsibility for a key operation or function due to their level of accountability.
Budgetary/Financial Authority and Accountability:
Position has low to no level of accountability for budgetary or financial decisions, and decisions will have a low level of impact on resource utilization within Taos County. Responsible for impact on an operating budget for the Department.
Equipment/Asset/Material Authority and Accountability:
Position has a low level responsibility for equipment & other assets, materials, and supplies; proper utilization is required plus accountability for first-level maintenance may be required.
VI. POSITION QUALIFICATIONS AND REQUIREMENTS:

Education and Experience:
Required:
* High School Diploma (or GED or High School Equivalence).
* Three (3) years of work experience in cemetery interment, construction, heavy and mid-size constructions equipment operations, and/ or landscape maintenance / groundskeeping with a minimum of one (1) year supervisory experience.
Preferred:
* Four (4) years of work experience in cemetery interment, construction, heavy and mid-size constructions equipment operations, and/ or landscape maintenance / groundskeeping.
* Proven work experience as a team leader or supervisor.
* Experience working with performance metrics, and performance coaching.
* Communication, leadership, organizational and coaching experience, and skills.
Substitution:
* Any combination of education from an accredited college or university in a related field and/ or direct experience in this occupation may substitute for the required education and experience.

Ability to read and write English in order to understand and interpret written procedures and technical manuals. Certification, Licenses and Registrations:

* Must successfully pass and maintain training certification in all State, Taos County, and/or other training requirements of the position and job assignment.

Tools and Equipment Used: An employee in this position must be knowledgeable and skilled in the safe use and maintenance of the following tools and equipment:
