Minimum Qualifications For Appointment to Internal Auditor Trainee 1, SG-14:
* One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren't limited to: Information Technology Specialist 1, Information Technology Specialist 1 (Programming); OR
* A bachelor's degree in* accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation.
For Appointment to Internal Auditor 1, SG-18:
* One year of permanent, competitive class service as an Internal Auditor 1; OR
* One year of permanent, competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of the Civil Service Law. Eligible titles include, but aren't limited to: Business Systems Analyst 1, Information Technology Specialist 2, Information Technology Specialist 2 (Programming), Senior Administrative Analyst; OR
* A bachelor's degree in any of the areas listed above* AND two years of professional experience in conducting internal audits; financial statement audits; compliance reviews; or program research, review, and appraisal.
o A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Duties Description Responsibilities include, but are not limited to:
The candidate will participate in process reviews designed to analyze and evaluate the design and operational effectiveness of internal controls, evaluate compliance with agency policies and procedures, and formulate recommendations for corrective actions. Duties include but are not limited to:
* Conduct walkthrough meetings and document business processes
* Perform analysis of processes to identify key risks and internal controls
* Develop and perform test plans of internal control design and effectiveness
* Identify control deficiencies and recommend corrective actions
* Maintain workpaper documentation
* Prepare written reports to communicate review results to management
* Develop and maintain relationships with internal customers
Preferred qualifications:
* Working knowledge of COSO internal control framework and internal control over financial reporting
* Demonstrated analytical and critical thinking aptitude
* Excellent written and oral communication skills
* Effective time management/organizational skills across multiple priorities
* Team player with strong interpersonal skills
* Technical skills in Microsoft Office (Word/Excel)
Additional Comments For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

NY HELPS Program:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
