Overview: URC is searching for an experienced Team Lead and HSS Expert for the MCC Lesotho HSS and Counter GBV support under the Lesotho Health and Horticulture Compact. The HSS project engages local accountable entities to provide the necessary technical services and support to the Ministry of Health and other partners/stakeholders. Through its team of local and international experts, URC provides technical assistance (TA) to MCC to improve health outcomes in Lesotho by strengthening the primary health care system.
Responsibilities: The Team Lead and HSS Expert will be the primary point of contact with MCC and responsible for integrating the team's contributions into a coherent whole. The Team Lead will oversee activities in-country and within MCC.Specific responsibilities include the following:
- Overall management of the team's work and activities to ensure deliverables are met on time and per MCC's satisfaction.
- Maintain close communication with URC's home office to access corporate support, provide updates on progress and challenges, and ensure quality control of deliverables.
- Communicate with MCC and internally within URC regarding technical directives, providing more details on structuring each deliverable, scheduling TA activities for the team, and anticipated deadlines for submitting deliverables.
- Provide ongoing technical oversight and review of deliverables with iterative evaluation.
- Support technical activities related to HSS and human resources for health (HRH).
- Ongoing capacity building.
- As needed, attend and represent URC at various events, seminars, and functions.
- Travel to Lesotho and/or other domestic or international locations as required.
- Perform other project related tasks as assigned.
Knowledge, Skills, and Abilities: - Strong capacity to multi-task, including managing, prioritizing and fulfilling competing demands in real time and in a time efficient manner, illustrated through examples from the candidate's CV.
- Excellent oral and written communication skills in English, with a preference for publications and or conference presentations.
- Familiarity with the provision of health care in southern Africa preferred.
- Familiarity with the provision of decentralized or deconcentrated, government funded health care in countries with small populations preferred.
- Demonstrated strong interpersonal, oral, and written communication, and presentations skills.
- Demonstrated ability to foster teamwork and to work as a team member, including with team members working in remote locations.
- Proficiency with Microsoft Office products (Word, Excel, Outlook).
Qualifications:Required Experience and Qualifications - A Master's degree, or equivalent accreditation, in public health, health systems strengthening, health administration, or public policy with a focus on health systems, or closely related fields or a relevant area is preferred.
- At least 10 years of experience in a government, private or public entity implementing international projects/programs that strengthened health systems.
- At least 8 years of experience successfully influencing governments, donors, and/or other implementers to improve the provision of health services. At least two examples of successful influence should be cited, preferably in developing world contexts.
- At least 6 years of experience leading teams to deliver health system related results within specified and often changing timeframes. At least 2 examples of outputs or results achieved, on time, under the candidate's leadership should be cited.
- At least 3 years of experience directly or indirectly ensuring international development proposals, implemented programs or evaluations are designed with consideration for the impact on gender and social inclusion. At least 2 cited examples of how the candidate ensured gender and social inclusion impact were addressed should be cited.
- Evidence of experience with internationally accepted policies, methodologies and practices to make sound recommendations and briefings to improve health projects, particularly those related to health system delivery.
- Ability to analyze qualitative and quantitative data and present results in a succinct and action-oriented manner. At least one cited example of both a quantitative and a qualitative analysis performed by the candidate.
