Position Overview:
The Department of Healthcare and Family Services, Office of Inspector General, Bureau of Investigations is seeking to hire an energetic and qualified professional to fulfill the responsibilities of an Investigator. This position will independently perform thorough field investigations of suspected fraud, waste, and abuse involving the Illinois Medicaid program and other Healthcare and Family Services employees, contractors, and programs.
The ideal candidate will have investigative experience, strong organizational and task management skills, and good judgment. This individual must work collaboratively, prioritize work appropriately, and ensure timely completion of tasks. The incumbent will demonstrate independent initiative, communicate clearly, and always conduct themselves ethically and professionally.

Essential Function
* Under general supervision, serves as Investigator for the Office of Inspector General (OIG) Bureau of Investigations (BOI)
* Gathers and performs analyses of records such as medical records, claims data, financial statements, time sheets
* Reviews relevant laws, rules, or other policies
* Serves as a liaison and successfully engages with managed care organizations, law enforcement, federal and local government officials, and sister agencies such as the Illinois Department of Human Services and the Illinois Department on Aging
* Testifies in administrative, civil, and criminal proceedings
* Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above
Minimum Qualifications
* Requires knowledge, skill, and mental development equivalent to completion of two (2) years of college with coursework in law, government, liberal arts, history or business or public administration plus three (3) years professional experience in law enforcement investigatory work or a related field OR requires knowledge, skill and mental development equivalent to four (4) years of college, with major coursework in law, government, liberal acts, history or business or public administration, plus one (1) year professional experience in law enforcement investigatory work or a related field OR requires completion of the FBI National Academy or comparable law enforcement schooling.
Preferred Qualifications
* Two (2) years of professional experience utilizing modern law enforcement investigatory techniques and concepts
* Two (2) years of professional experience conducting investigations involving healthcare, insurance, employment, or government benefit programs
* Two (2) years of professional experience in following investigative policies and procedures
* Two (2) years of professional experience writing and editing detailed and comprehensive investigative reports in preparation for referral to external parties
* Two (2) years of professional experience working with statutes, rules, and regulations concerning misconduct.
Conditions of Employment
* Requires the ability to pass a background check and self-closure of criminal history
* Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver's license
* Requires the ability to utilize and maintain state issued equipment such as a laptop
* Must not have been convicted of a felony or Class A misdemeanor
* Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
* Must be able to sit or stand for extended periods of time
