This position is located in the Interstate Stream Commission Rio Grande Bureau in Las Cruces, NM.To learn more about the Office of the State Engineer, please visit our website: Why does the job exist?The purpose of this position is to provide day-to-day operational, logistical, fiscal, administrative and reporting coordination of a new LRG Groundwater Conservation that is developing and examining a variety of actions and tools to conserve groundwater in the Lower Rio Grande. The initial phase of this Program provides grants to fallow irrigated lands, but the Project also examines other actions designed to conserve groundwater, in conjunction with a number of parties in the current Lower Rio Grande interstate litigation. This position provides the administrative coordination functions that will allow the Agency to efficiently manage a legislative appropriation of money for water conservation in the lower Rio Grande. When Pilot Program appropriations are fully expended, this position will transition into being the LRG Coordinator for additional appropriations intended for Decree implementation. How does it get done?This position will provide the following services:1. Track and monitor payments to the grantees of fallowing grants, report to the RG Basin Manager and LRG Program Manager on progress, correct any deficiencies, provide information, guidance and administrative/ technical support to Program participants and grantees, the public and partner organizations. 2. Assist the LRG Program Manager and other technical and legal staff in follow-up on grants. Recommend policy and procedure changes to improve Program outcomes. Develop, track and monitor contractor work orders for assistance with the Program. Assist LRG Program Manager with determination of future expenditures and work orders.3. Communicate with OSE/ISC Program Support Division and the LRG Program Manager on allocation of grant funding and reporting using summary narrative reports, graphs, tables and charts. 4. Assist with Rio Grande Bureau in Las Cruces and Albuquerque office administrative duties as needed, in order to help with transition of new Management Analyst. Who are the customers?The Office of the State Engineer/Interstate Stream Commission, the State of New Mexico, New Mexico water users. Ideal CandidateThe ideal candidate will have the following experience:1. Experience with State of New Mexico procurement processes.2. Experience with State of New Mexico PeopleSoft SHARE financial management database system.3. Experience working and communicating with technical contractors, writing and reviewing scopes of work for contractors.4. Experience writing correspondence, operating manuals, policies and guidelines.5. Experience working with other departments within NM State government and other state and federal agencies. Minimum QualificationBachelor's degree and three (3) years of experience program administration or project management in areas related to the purpose of the position. Any combination of education in a related field and/or direct experience in this occupation totaling seven (7) years may substitute for the required education and experience. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment.
